Towards ontological engineering: a process for building a domain ontology from scratch in public administration

Abstract: The state reformation that took place in the 1990s and the technological explosion have led governments to reframe their way of working so as to be able to offer new and better services for citizens. To achieve this goal, major obstacles must be overcome, such as the problem of semantic heterogeneity that leads to more difficult recovery and integration of information from different government sectors. Although in the private sector solutions to this problem through the building of ontologies have already been… Show more

“…The practitioners of the field of ontologies support the notion of merging different methodologies and techniques together. This opens door for new and different design ideas (Brusa et al, 2008). With this motivation this paper proposes an approach for developing ontologies using concept maps coupled with a term extraction process.…”

“…First, the motivation scenarios are needed to be defined. They are artefacts which describe the expectations which the resulting ontology should fulfil (Brusa et al, 2008;Gruninger and Fox, 1995). They help to visualise the entities and relations at an early stage which eases the further steps in ontology development.…”

“…It is often useful to use a template as a representational artefact to share the motivation scenarios. Use case templates in object-oriented methodology are useful for this purpose since it shows meaningful information in the most concise way [2]. Table 1 shows a sample of use case representing the motivation scenario developed for this ontology and it describes a user can input formal query in the query tab, provided in the Protege IDE.…”

“…Each phase is composed of activities and subactivities. In the first phase, the ontology design and development are achieved ensuring best practices in literature (Ontology Summit 2007;Brusa, Laura Caliusco, and Chiotti 2008), and are considered in engaging domain experts and end users. In the second phase, ontology validation is accomplished.…”
