The strategic plans of universities have an important role in enabling HEIs to contribute to sustainability transitions. To address the current lack of studies in HEIs in Türkiye, this paper aims to determine how universities in Türkiye integrate sustainable development goals (SDGs) into their strategic plans to indicate the extent to which these universities align with the 17 SDGs and to discuss the visibility of SDGs in strategies. The research has been designed as a qualitative study involving document analysis. QS World University Rankings or being a research university are the two criteria for the sampling. The scope of the study consists of 27 universities, representing 13.4% of the universities in Türkiye. The most striking result was that, apparently, none of the strategic plans mentioned Goals 1 (no poverty), 6 (clean water), and 13 (climate action). The sampled universities in Turkey have established a restricted set of strategic objectives linked to SD Goals 2, 5, 10, and 11. These remarkable findings prompt inquiries into the underlying reasons for this constrained scope, warranting further investigation. A potential factor contributing to the limited objectives regarding these goals could be traced to a lack of awareness and understanding of the intricate connections between these goals and the overarching mission of higher education institutions.

In the early 2000s, health transformation practices have started in Türkiye and the USA. The health transformation practices of both countries are based on the 'Health for All' policy of the World Health Organization (WHO). In health transformation practices with similar goals of two different health systems; health care service delivery success, results and performance constitute the main argument of this Research Paper. The research method was designed on the basis of the ‘Health System Performance Assessment’ developed after the Tallinn Charter Conference and shared by WHO. According to the performance scoring result of the service delivery function, Türkiye was found to be successful than the USA.

Strategic plans are administrative tools that help implement policies in an effective fashion in educational organizations. Through these, elements of threatening sort can be eliminated, making a maximum use of educational advantages becomes possible. Strategic plans constitute a map particularly for disadvantaged cities. As a country with plentiful disadvantages, Turkiye has been benefiting from strategic plans in the field of education for a long time. Howbeit, the limited nature of the studies examining opportunities, and threats in educational strategic plans in the literature is striking. Thereupon, in the present research, an outlook was adopted at the intersection of these components. Document analysis, one of the qualitative research designs, was employed in the research. Educational strategic plans of disadvantaged cities in Turkiye are examined using MAXQDA 2020. Results show a fair number of strategic plans contain similar statements, which is considered a hindrance to authenticity. Moreover, factors regarding principal hiring-development process, stakeholder support, attitudes of families-parents, and socio-cultural activities come to the fore as a threat for education in the disadvantaged cities. However, the importance attached to the professional development of teachers, utilizing an equity-based approach, and educational investments are amongst the remarkable opportunities for those cities. The research contains several implications about the strategic plans as well.
