Many governments worldwide are restructuring their business practices to improve their performances. To help describe and understand the process of restructuring, modeling techniques are used at different levels of modeling abstraction. This paper presents a new approach to the modeling of e-government business processes. It is based on two existing modeling techniques: Business Process Mapping (BPMapping) and UN/CEFACT Modeling Methodology (UMM). The BPMapping technique provides an overall graphical representation of an organization depicting all different types of business processes, their inputs, outputs, and the environment in which the organization operates. The UMM methodology with its different business views gives details on collaborations and interactions of business processes. Combining BPMapping with UMM leads to a very expressive modeling approach which can provide artifact details at the higher levels of modeling abstraction and which also shows deployment strategies of the business processes. To illustrate the effectiveness of the proposed approach, it is applied to the modeling of the Record Integrated Management business process at Quebec Government.

Today, most approaches for inter-organizational business processes start bottom-up from the interfaces and the workflows of each partner described on the IT layer. Alternatively, one may start from the commitments and agreements between business partners to reach their complementary business goals. The latter approach is target of the UN/CEFACT Modeling Methodology (UMM), which models a global choreography. In a model driven approach the UMM artifacts must be further elaborated toward an IT solution for each participating business partner. For this purpose we have developed a UML profile to model a local choreography or an orchestration that respects the agreements made in the global choreography. In order to execute the local choreography / orchestration in the local IT, the processes must be machine-readable. For this purpose we demonstrate a transformation to the business process execution language (WS-BPEL).

UN/CEFACT's modeling methodology (UMM) is a UML profile for specifying global choreographies of inter-organizational e-business systems. As we outline in this paper, the practical use of UMM is limited to bi-lateral business collaborations, since it does not support nested business transactions. This means UMM does not support multi-party business collaborations. UN/CEFACT argues that UMM serves as model capturing the agreements and commitments between business partners. These agreements and commitments are always on a bi-lateral basis. However, a business partner in the middle of a supply chain must establish multiple agreements and commitments with multiple partners. It is the local choreography of a business partner that binds the various bi-lateral models leading to a multi-party choreography. Unfortunately, UN/CEFACT does not give any guidance on how to model the local choreographies. We close this gap by extending UMM by a UML profile for local choreographies.
