The relevance of the New Public Administration (NPA) Paradigm initiated by Frederickson shows its increasing power. Although this paradigm appeared far before the change in global post-pandemic conditions, the New Public Administration (NPA) Paradigm is capable of guiding the public administrative measures to respond to the challenge of post-pandemic social change, especially in the public service administration aspect. Public service before the pandemic, especially at the local government level, had found form and quality issues. The public service at the local level is attempting to respond to public needs and social changes that are always a big challenge for public administration. The pandemic suddenly worsened and was a blow to the process of public administration adjustment to the changes. The public service that needed modernization was badly hit by the pandemic. Therefore, this article aims to identify challenges to public administration in the context of post-pandemic changes in public service. This research used a focus group discussion method with stakeholders and documentation as the secondary data. This article successfully shows the important position of amplification of changes and responsiveness in public administration, especially in public service delivery. How can educators use games and playful interactions to enhance the practice of skills related to leadership and management? Effective leadership involves a number of skills, such as strategic thinking, perspective-taking, critical thinking, ethical thinking, resource management, and reflection on one’s biases. In this article, we will review how three different instructors use games and play in their higher education classrooms to teach critical leadership skills. We will share how we use three different types of games: (1) a commercially-available off-the-shelf digital game ( Democracy 4) to enhance resource management and ethical thinking skills; (2) a non-digital card game ( @Stake Game) to teach critical thinking and argumentation; and (3) an independent (indie) digital game ( SweetXHeart) to teach bias reduction and perspective-taking. We will share best practices and recommendations for using games in leadership and management education.

Public administration education is traditionally known for its emphasis on interaction, discussion and experiential learning, which require effective in-person instructions. With COVID-19 pushing many programmes across the globe to be delivered online rather than in person, how this shift has affected the student experience in public administration programmes has been a pertinent and important consideration. This paper addresses the question through two surveys of 147 students in total, at a graduate-level public policy school in Singapore. Two distinctive waves of data collection allow us to capture a nuanced picture of student perceptions both when online teaching was introduced as an emergency response and when it was planned as a deliberate strategy later on. Our findings suggest that students consistently reported a decline in participation and interaction in an online setting, compared with a face-to-face setting. Our study fills a critical gap in the literature related to online public administration education in Asia, while the immediate constraints it highlights and lessons it offers on maintaining a highly interactive and engaging public administration education are likely to apply for educators elsewhere both during and beyond the COVID-19 era.
