The relevance of the New Public Administration (NPA) Paradigm initiated by Frederickson shows its increasing power. Although this paradigm appeared far before the change in global post-pandemic conditions, the New Public Administration (NPA) Paradigm is capable of guiding the public administrative measures to respond to the challenge of post-pandemic social change, especially in the public service administration aspect. Public service before the pandemic, especially at the local government level, had found form and quality issues. The public service at the local level is attempting to respond to public needs and social changes that are always a big challenge for public administration. The pandemic suddenly worsened and was a blow to the process of public administration adjustment to the changes. The public service that needed modernization was badly hit by the pandemic. Therefore, this article aims to identify challenges to public administration in the context of post-pandemic changes in public service. This research used a focus group discussion method with stakeholders and documentation as the secondary data. This article successfully shows the important position of amplification of changes and responsiveness in public administration, especially in public service delivery. Budget problems are experienced by most villages in Banyumas District. There are 301 villages that makes Banyumas District has a great chance to develop the potential of its region based on the development of rural areas. Overall, Banyumas District received allocation of village fund (ADD) amounting to IDR 148.9 billion. That number decreased from the previous year which was IDR 165 billion. Nationally, through the APBN (State Budget), villages have received ADD of 60 trillion in 2017. Through large financial transfers, villages should have a good budgeting system so that the use of funds for village communities can be accounted for. The budgeting system carried out by the village government seems to be merely carrying out the obligation to obtain funds from the district and central government. This study discusses public budgeting in the village context, specifically relating to public services and budget support. The purpose of this research is to produce a model of public budgeting based on the basic service needs of rural communities in Banyumas District. The research method used consisted of quantitative and qualitative research methods. The results showed that the village budget that had been running in 18 villages from various sub-districts in Banyumas District had not yet been oriented to the needs of village communities, but rather to the tiered proposal, the budget ceiling, and the proportion of programs between hamlet areas. Through the existence of a public budgeting model based on the basic services needs of the community, it can later be given input to local and village governments related to improve the quality of village budgeting.
Local government law changes in Indonesia have brought a significant change in terms of authority management in particular kelurahan government as the lowest bureaucracy. Previously, some Kelurahans have the authority to manage and develop funds to improve the community welfare. However, they just recently conduct the administrative functions to implement some duties from the upper government level. This change negatively influences the performance level of Kelurahans. Using some kelurahans in Wonosobo Regency Central Java with a qualitative method, this research tries to explore what consequences may occur as the result of local governance law changes. The results suggest that there should be various efforts to strengthen the institutional capacity of Kelurahans instead of letting them have poor performance. This research provides the theoretical and practical knowledge on the semi autonomous model of lowest bureaucracy for strengthening institutional capacity. Implication of findings from this research is the lowest governmental institution needs to be empowered with more authorities and development budgets in order to improve their actions for the community welfare.
