“…According to Strabo 12.4.7, Nicaea was the Metropolis of Bithynia when he wrote his Geography in the first decades of the first century; a status the city had lost to Nicomedia by the time Dio of Prusa wrote his speeches on homonoia, sometime around the beginning of the second century (Dio of Prusa 38.39). 19 This opens up the possibility that the first provincial cult to Augustus in Bithynia was initially planned and perhaps even commenced in Nicaea and then, at a later time, moved to Nicomedia when Nicaea was no longer the Metropolis of Bithynia.
