The program of palm oil-based bioenergy development and utilization is one solution that can be applied to meet the electricity needs of the rural community in Indonesia. However, various needs and obstacles faced by related stakeholders have caused the program to not be implemented. The objectives of this study were to identify institutional issues that begin with identifying the needs and fundamental issues of program implementation, to identify key elements of the program's success, and to the determination of an adaptive institutional model. A total of 12 experts were involved and provided an assessment. The analysis was performed with the implementation of the seven stages in the Soft System Methodology. To get more structured and measurable analysis results, the analysis was also supported by Hard Systems Methodology techniques, such as the Interpretive Structural Modeling and Fuzzy Analytical Hierarchy Process. The result of the study obtained 7 key sub-elements, consisting of 3 sub-elements in the program needs element, 1 sub-element in the major constraint element, 1 sub-element in the objective element and 2 sub-elements in the supporting factor element. The study also gained and adaptive institutional model that plays a role in the provision of raw materials, infrastructure construction, energy transformation, operational and management, distribution and commercialization of electricity to rural communities.

Industri pengolahan hasil perikanan di Provinsi Banten memiliki potensi yang baik tetapi memiliki kapabilitas inovasi yang rendah. Penelitian ini bertujuan untuk menghasilkan model konseptual bagi peningkatan kapabilitas inovasi Usaha Kecil Menengah (UKM) olahan ikan di Provinsi Banten. Penelitian ini menggunakan pendekatan penelitian tindakan berdasarkan Soft System Methodology (SSM). Hasil penelitian menunjukkan bahwa rendahnya kapabilitas inovasi dari usaha kecil menengah pengolahan ikan di Provinsi Banten disebabkan oleh rendahnya kerjasama dan interaksi di antara pelaku inovasi. Yang direkomendasikan sebagai usaha perbaikan adalah penguatan sistem inovasi, dengan cara meningkatkan kolaborasi inovasi di antara empat aktor inovasi, yaitu UKM, pemerintah daerah, universitas dan lembaga penelitian lainnya, serta masyarakat, disebut juga Quadruple Helix Innovation, melalui program (1) kurikulum berbasis technopreneurship dan inovasi, (2) inkubasi bisnis (3) standarisasi dan sertifikasi produk perikanan, (4) diseminasi hasil penelitian, dan (5) Science Park / Technopark berbasis pengolahan ikan.

Abstract.One resource indispensable for securing the capacity to carry out processes is an environment made up of social, psychological, physical and other factors. The nature of such environmental factors and the manner in which they affect the capacity to carry out processes and produce goods and/or services translates into a company's ability to meet the expectations of stakeholders, including the organization's customers. In order to define the preconditions for the efficient implementation of processes, it is necessary, among others, to ascertain the manner in which such preconditions influence process operation. One of the criteria that should be applied in such an assessment is the impact of working environment factors (temperature, lighting, noise, toxicity, dust, electromagnetic fields) on the ability to carry out work processes effectively. The paper accounts for working environment factors seen as parameters for the assessment of processes and as criteria for ascertaining the ability to perform work. The impact of the working environment on the capacity to conduct processes was assessed by means of a relationship diagram.
