The problem of droughts is acute due to climate change. The study aims to assess the temporal and spatial drought patterns in Lithuanian lowland rivers in the past and to project these phenomena according to climate scenarios and models. Drought analysis was based on Standardized Precipitation Index (SPI), Reconnaissance Drought Index (RDI) and Streamflow Drought Index (SDI). To evaluate the past patterns, the hydrometeorological data of 17 rivers were used from 1961–2020. Future drought changes were analyzed in 2021–2100 according to the selected RCPs (Representative Concentration Pathways) using the hydrological model HBV. There were different patterns of droughts in three hydrological regions of Lithuania (Western, Central and Southeastern). The Southeastern region was more prone to extreme summer hydrological droughts, and they had a shorter accumulation period compared to the other two regions. SPI and RDI indices showed that the number of dry months and the minimum value of the index increased, extending the accumulation period. The highest correlation was recorded between RDI-12/SPI-12 and SDI-12. The amplitude between extremely wet and dry values of river runoff will increase according to RCP8.5. The projections indicated that hydrological drought intensity in the Central region is expected to increase under both analyzed RCPs.

Since climate change, intermittent droughts with various severities, poor management and uncontrolled abstraction of water resources, and inattention to the balance of these resources have caused the water crisis in recent decades, it is vitally important to study the water scarcity, its changes in the future, and the effect of climate change and drought on the scarcity through appropriate management policies in the agricultural sector. To achieve this goal, the present study selected the Fasa plain in Iran and calculated its water poverty index (WPI) from 2008 to 2018 using parametric and non-parametric statistical tests. Also, the study calculated the correlation coefficient between the WPI and climate change and drought in the study area. It then evaluated the effects of water resources management policies in the agricultural sector on the poverty index. The results showed that water consumption had the greatest weight in calculating the WPI. The WPI has fluctuated between 0.297 and 0.678 in the Fasa plain, and the worst situation of water poverty was experienced in 2014. Despite its insignificance, the downward trend in the WPI showed that water resources management has become more unfavorable over time. Finally, it was concluded that the WPI in the Fasa plain was more dependent on drought than on climate change in the short term. Therefore, managing water resource consumption in this plain is vitally important, especially in drought conditions. The results also showed that reducing water consumption in the agricultural sector can significantly improve the WPI. Therefore, solving the water crisis in this plain, given the drought conditions and its future trend, requires policies improving water-use efficiency in the agricultural sector.

Drought is a complex phenomenon resulting from below-average rainfall and is characterized by frequency, duration, and severity, occurring at a regional scale with dire consequences, especially in semiarid environments. This study used the Reconnaissance Drought Index (RDI) to assess drought severity in two district municipalities in Limpopo Province. Rainfall and air temperature data from 12 stations covering 1970–2020 were obtained from the Agricultural Research Council. The calculation of RDI relies on the monthly accumulation ratio of total rainfall to potential evapotranspiration (PET). For this study, PET was estimated using the Hargreaves and Samani temperature-based approach. The RDI results showed a high spatial–temporal variation in drought characteristics over the study area. All stations experienced extreme drought conditions in different years, with the maximum drought severity (-3.40) occurring from 2002–2003 in the western parts of the study area, indicating extreme drought. Furthermore, the results revealed continuous drought conditions over various periods, including severe droughts between 1995 and 1998 and between 2014 and 2016, with the severity varying between mild and moderate drought conditions. The results reveal notable but nonuniform drought patterns as the climate evolves, with potential implications for water availability and livelihoods. The study's findings underscore the significance of adopting multidimensional approaches to drought assessment that encompass meteorological and hydrological factors to inform strategies for adaptive water management and policy formulation in the face of a changing climate.
