“…The lingering effects of the region's colonial past are also visible in the manner in which the local population perceives the state and their willingness to engage and demand results from their leaders. The experience of those interviewed for this project confirms the findings of other authors (Douglas, 2016;Farias et al, 2016;Ragoonath, 2009) regarding the level of the citizens' distrust of the state and the leaders. As such, even though electoral participation rates have been high, many do not engage with the state or demand changes from the state during nonelectoral campaign periods.…”

“…Specifications (4) and (8) of Table 2 corroborate the argument that education aid is more sustainable when the quality of local governance is good (above the 75th percentile value in our sample), including effective public services and institutions that are more productive, transparent and responsive (Azam & Laffont, 2003; Qian, 2015). Good governance promotes a value‐orientated public management approach, which, in turn, can enable the provision of efficient and effective services to meet the changing needs of society through the efficient allocation of foreign aid capital (Douglas, 2016). Moreover, devoting more resources to the education sector potentially decreases income inequality at the two ends of the income distribution (the poor and rich groups of individuals) (Abdullah et al., 2015; Sylwester, 2002).…”
