The International Association for the Properties of Water and Steam (IAPWS) encouraged an extensive research effort to update the IAPS Formulation 1985 for the Viscosity of Ordinary Water Substance, leading to the adoption of a Release on the IAPWS Formulation 2008 for the Viscosity of Ordinary Water Substance. This manuscript describes the development and evaluation of the 2008 formulation, which provides a correlating equation for the viscosity of water for fluid states up to 1173K and 1000MPa with uncertainties from less than 1% to 7% depending on the state point.

The purpose of the present paper is to show how these two important characteristics of water emerge quantitatively from an explicit two-state outer-neighbor mixture model that we have used to explain many other properties of this substance. It will be shown here that both of these viscosity anomalies are directly related to the steep variations with temperature and pressure of the fractional compositions of ice-Ih-type bonding and ice-II-type bonding in the two-state mixture. This compositional dependence has already been obtained in earlier work from the variations of the density and the isothermal compressibility of water with temperature. The viscosity analysis presented here thus helps to unify further all the properties of this liquid under a single, very simple structural characteristic.

The paper re-analyzes the results of earlier, very precise measuremen~s of the viscosity of water at essentially atmospheric pressure. This is done in terms of a new, theoretically-based equation for the operation of a capillary viscometer rather than in terms of semi-empirical equations used by the original authors. The new analysis eliminates possible systematic errors and permits the establishment of reaJistic error bounds for water in its role as a standard reference substance for viscosity. The latter are smaller than those embodied in the most recent International Formulation. Btandarct values of the ratIo of vIscosIty at a temperature T to its value at 20 °0 have been derived from the re-analyzed data because the uncertainity of this ratio is an order Of magnitude smaller than that of the absolute values. The ratios are used to generate absolute values with the aid of the standard NBS datum p.= 1002.0 p'Pa s at 20 0 0. The viscosity ratiOS have been correlated with the ald of two empirical equations. The more accurate equation covers the range OOO::::t:::: 40 °0 with an unce'rtaintyof ± 0.05%.
