Modern dünya-sisteminin gelişimi ve devamı ile doğrudan ilişkili gördüğü sosyal bilimi eleştiren Immanuel Wallerstein, eleştirilerini sosyal bilimin epistemolojik yapısı üzerine yoğunlaştırmaktadır. Wallerstein sosyal biliminin, idiografik-nomotetik ikiliğinden oluşan epistemolojik kamplaşmasına ve disiplinlere bölünmesine, Avrupa merkezciliğine, araçsal rasyonaliteye ve sorunlu ZamanUzay yaklaşımına dayanan modern bilgi yapılarına karşı çıkmaktadır. Yeni bilgi yapılarının inşasını sosyal bilimcilerin sorumluluğu olarak gören Wallerstein, dünya-sistemleri analizi ile alternatif bir yaklaşım geliştirmeye ya da verili hali ile sosyal bilimin sınırlarını aşmaya çalışmıştır. Yeni sosyal bilime dair ip uçları vermesi açısından, dünya-sistemleri analizinin epistemolojik özdüşünümü yapıldığında, Wallerstein’in bu amacının bir kısmını yerine getirdiği görülmektedir. Bu anlamda Wallerstein’in nomotetik olana asimetrik bir eğilimi olmasına rağmen iki epistemolojiyi ayırmadan kullandığını ve toplumsal gerçekliği disiplinlerin sınırları ile parçalamadan bütünlük içerisinde ele aldığını söylemek mümkündür. Kendi stratejisi ile tutarlı bir biçimde Avrupa merkezciliği zorlamış, benimsediği tözel rasyonaliteyle Aydınlanmanın rasyonalitesinden uzaklaşmaya çalışmış ve alternatif ZamanUzay katmanları oluşturmuştur. Böylece idealize ettiği yeni bilgi yapıları ve sosyal bilim için bir yol açmaya çalışmıştır. Bu bağlamda sosyal bilimler sosyolojisine teorik ve pratik katkılar sunmuştur. Ancak yapısal ZamanUzay boyutuna atfettiği önem ve modern dünya-sistemini determinist bir yaklaşımla ele alması analizinin amacının önüne geçmiştir.

The article is devoted to the analysis of the problems of inequality in modern education from the point of view of the world-system approach. The authors establish links between educational inequality and in- 153 equality of societies in the «core – semiperiphery – periphery» structure. The authors attempt to consider the mechanism of the formation of educational inequality in peripheral societies in which social contradictions are most clearly observed from the perspective of the world-system approach. The authors use the theoretical constructions of the world-system approach of I. Wallerstein, S. Amin, F. Cardozo, the ideas of the representatives of the world-system paradigm in comparative education of R.F. Arnove, T. Griffiths, and the concept of a closed circle of inequality in education by R. Flecha. The authors believe that changes in the education system of a society that is integrated into the world-system through the specialization of its economy correspond to those specific transformations that are caused in this society by the innovation spread by the global hegemon. The authors of the article show that the reform of the education system proceeds in the general direction of integrating society into the world system of the division of labor, when the elite forms priority consumption patterns in a peripheralized society (including patterns of knowledge and education), borrowing they from the countries of the core and the hegemon of the world system. The formation of priority patterns leads to the displacement of their own educational culture, the imitation of the masses of the elite and the uneven spread of the patterns. Since full compliance with the priority patterns is unattainable for the majority of the population, its imitations are spreading.

This paper outlines the basis of an alternative theoretical approach to the study of the globalisation of 'education' -a Critical, Cultural Political Economy of Education (CCPEE) approach. Our purpose here is to bring this body of concepts -critical, cultural, political, economy -into our interrogation of globalising projects and processes within what we will refer to as the 'education ensemble' as the topic of enquiry, whose authoritative, allocative, ideational and feeling structures, properties and practices, emerge from and play into global economic, political and cultural processes In the first half of the paper we introduce and develop the concepts that will underpin our approach. In the second half of the paper we explore the explanatory potential and epistemic gain of a CCPEE approach by examining the different manifestations of the relationship between globalisation as a political, cultural and economic project and an education ensemble. We conclude by reflecting on the possibilities this perspective offers.
