Changes in agricultural droughts were investigated using simulations of soil water deficit (SWD) and actual evapotranspiration (ET A ) from a distributed semi-empirical soil water balance model -swbEWA. At European scale, both SWD and ET A did not change significantly between 1951 and 2011. However, significant increases in SWD were found in southern Europe, except in western Turkey, whereas in northern Europe changes in SWD remain small. ET A increased significantly as a joint response to increased air temperature and precipitation in northern Europe.Using the Empirical Orthogonal Function (EOF) analysis and the Pearson correlation coefficients (R Pearson ), we showed that large-scale agricultural droughts are influenced by the recurrence of the North Atlantic Oscillation (NAO) and by the atmospheric blocking. Atmospheric blocking in different months throughout the year and extreme NAO index (mainly in winter months) contribute to the severity of agricultural droughts. During a negative phase of NAO, storms over the North Atlantic and Europe are less frequent and as a consequence dry weather in Europe is observed. Positive NAO influences agricultural drought in Europe by shifting storms tracks from the North Atlantic onto European continent to more northerly paths, which in turn decreases the amount of precipitation over central Europe.Large SWDs are mainly influenced by atmospheric blocking. Notably, winter blocking increases severity of agricultural droughts in southwestern Europe, while summer blocking influences agricultural droughts in southeastern Europe. Notwithstanding, the first three EOFs contribute to less than 40% of the total spatial variability of SWD. This shows that agricultural droughts are complex phenomena that can be only partly explained by extreme NAO or by intensive atmospheric blocking.

The Zayandeh-Rud River basin, Iran, is projected to face spatiotemporally heterogeneous temperature increase and precipitation reduction that will decrease water supply by mid-century. With projected increase (0.70-1.03°C) in spring temperature and reduction (6-55%) in winter precipitation, the upper Zayandeh-Rud sub-basin, the main source of renewable water supply, will likely become warmer and drier. In the lower sub-basin, 1.1-1.5°C increase in temperature and 11-31% decrease in annual precipitation are likely. A system dynamics model was used to analyze adaptation strategies taking into account feedbacks between water resources development and biophysical and socioeconomic sub-systems. Results suggest that infrastructural improvements, rigorous water demand management (e.g., replacing high water demand crops such as rice, corn, and alfalfa), and ecosystem-based regulatory prioritization, complemented by supply augmentation can temporarily alleviate water stress in a basin that is essentially governed by the Limits to Growth archetype.

This paper proposes how drought management may be more sustainable in the Mediterranean region in order to face climate change. This paper collects information on the extraordinary efforts to manage drought in the region, highlighting how policies and investments in data and monitoring, as well as climate change, have defined the progress of drought management efforts. These crucial efforts may not be sustainable under highly likely short-term changes in climate and society. This paper proposes to include more explicitly lessons from managing common resources and from risk management, to guide the evolution of more sustainable drought management in the Mediterranean region. This research highlights the importance of shifting towards dynamic, proactive, and adaptive drought plans, emphasizing voluntary measures, defining responsibilities, and including future scenarios in the planification. Additionally, this paper proposes the establishment of a Technical Secretariat to centralize information, coordination, and collaboration in drought management efforts.
