This article assesses the impacts of bottom-up local governing institutions relative to top-down bureaucracies in local service delivery. Community services districts (CSDs) in California, a class of special districts that provides various neighborhood-level services, are examined to answer this question. An innovative characteristic of this institutional form is that it is residents who create them through a grass-root collective action to achieve a bottom-up governance structure, after opting out from a county service system. With changes in residential property values as performance metrics, the quantitative analysis utilizes district formation events and features a hedonic difference-in-difference regression. The results show that the creation of CSDs produces more significant impacts on property values than county authorities do. Yet, the effects are heterogeneous across the communities when the analysis is further drilled down to each district. The exploratory qualitative case study then uses interview data with district managers and document analysis to unveil what administrative factors explain the success and failure trajectory of bottom-up institution management. The case study identifies such factors as critical codeterminants, including managerial and board leadership, clarity of a problem statement, public support, and intergovernmental coordination with county and state agencies.

The policy gaps could easily appear in national projects of developing regimes when they lack local policy evidence during the decision and implementation stages toward economic development. We have identified collaborative governance (CG) literature and models as a strategy to bridge the policy gaps during the development of commercial capacities in Pakistan. Although frameworks exist to investigate CG practice for a national endeavor, the emerging nature of CG in a developing regime requires a specific theoretical framework to test the local implications. Therefore, we attempted to establish a new theoretical framework for CG. We have assigned collaboration elements that are more compatible to find out grassroots policy evidence in relation to economic measures from relevant stakeholders. Commercial capacity development depends upon the successful execution of energy and infrastructure portfolios in the China Pakistan Economic Corridor (CPEC). The local Chamber of Commerce and Industry (CCI) organizations gave their policy perspectives about the viability and gaps in the existing CPEC policies. The findings depict that collaboration structures are not advanced at all administrative levels in developing countries compared to the developed regimes. Marginalized representation is instrumental in conceptualizing the CG for developing contexts. It could also save the transactional cost and limitations of political and legal nature while exercising the CG in any national project of a developing regime, especially for long-run goals.

Development of Sustainable Energy Use with Attention to Fruitful Policy

There are different energy approaches around the world to the development of sustainable energy systems. In this regard, the role of governments, local governments, and people in the development and use of sustainable energy is remarkable. This research, concerning the present epistemic and normative differences, aims to investigate the societal debate on citizen inclusion, local and national attempts to develop clear procedures and guidelines in the transition to sustainable energy use in different countries. Existing theories, subjectivities, and policy implications for different countries are first carefully analyzed. Based on theories, evidence, and policy implications, the behavioural insights for sustainable energy use are then examined. The results show that national governments should never ignore the psychology and behaviour of people, especially in terms of economic behaviour, performance applicable and knowledge of local governments and people in sustainable energy development. Channels of communication between local, people, and national governments, can make a robust shared network and implement simple policies such as increasing their authority. They can also encourage and build capacity through the training, support, trust and knowledge capacity of local governments and people to move toward sustainable energy development. Therefore, focusing on government and maintaining national authority should be departed from any approaches that local government and the public should be constrained as minor actors in sustainable energy governance networks. This work demonstrates that local governments can develop sustainable energy. Moreover, national governments can overcome issues and further control sustainable energy public policy goals under difficult national political conditions.
