New technologies have become a necessary element in the teaching-learning process, being a highly supportive tool for teachers in being able to transmit knowledge to students. Currently, there is a lack of implementation of new technologies to achieve motivation objectives in students. The objective is to identify the barriers that exist between teachers and the implementation of ICT in education, seeking to promote and explore the participation of students in the educational process. The methodology used was descriptive to know the elements involved in this process, in addition to observation and bibliographic review. The result was that teachers need training on new technologies, and the economic difficulties that students and teachers present in the teaching-learning process were identified.

Background: The release of medical information to third parties is the responsibility of the health facility to protect the health information contained in it from being damaged, lost, falsified data, and illegal access. Therefore, health facilities must have policies that regulate the system for releasing patient medical information to third parties. This study aims to analyze the policy of the patient's medical information release system in RSUD X. Method: This research is a descriptive study with a qualitative approach, through in-depth interviews and observation techniques. The informants in this study amounted to 12 people, namely the leadership of the hospital, the manager of medical services, the head of the medical record section, and the DPJP. Results: The results of this study indicate that RSUD X already has a policy regarding the system of releasing medical information to third parties but the release activities in the field it is not following the policy. This is because communication such as socialization from the leadership is still lacking so policy actors still do not know about the policy. The leadership has also never carried out monitoring and evaluation related to the release activity so the leadership does not know that other factors cause the policy not to work. Conclusion: The release of medical information to third parties already has a policy set out in the sop, but in its implementation, it is not following the existing sop due to the lack of socialization related to the sop to the discharge officers, the absence of monitoring and evaluation of the discharge activities that have been running at RSUD X. Also, the social attitudes of the community that are considered to have the most influence on the activities of releasing patient medical information in RSUD X.

“…Mora y García (2021) en su estudio para México, encuentran que los mayores niveles de escolaridad provocan mayores impactos de las TIC en el sector urbano que rural; en lo que al acceso de las TIC se refiere, en el sector rural, haber terminado el bachillerato, se traduce en un aumento del 2,2 % en la probabilidad de tener acceso a las TIC, mientras que el sector urbano es de un 10,0 %; lo que, a su vez, se traduce en un mayor crecimiento económico. El acceso a las TIC es un predictor positivo de la alfabetización de los estudiantes (Qin, 2021), lo que a futuro ayuda enormemente empleabilidad (Sar Misra, 2020). El empoderamiento digital de sectores globalizados, quienes con acceso libre y total a las TIC alcanzan un estilo de vida superior, gozando de mejores plazas de trabajo, mayor calidad educativa y mayor productividad en cuanto pueda otorgar la inclusión digital, en contraposición a los sectores vulnerables y con limitaciones económicas, donde una brecha digital de 11,4% se traduce en obstáculos en el crecimiento económico y desarrollo social. Por lo tanto, esta investigación tiene como objetivo evaluar el impacto de las TIC en el crecimiento económico de Ecuador, periodo 2008-2018. Para el presente estudio, se procesó toda la información anual de 21 provincias del Ecuador, que consta en la Encuesta Nacional de Empleo, Subempleo y Desempleo (ENEMDU, 2019) y la Encuesta Tecnológica (ET, 2019) publicadas por el INEC (2019). Se utilizaron técnicas econométricas de datos de panel, a través de la aplicación de un modelo de mínimos cuadrados generalizados (GLS). Los resultados principales manifestaron una relación positiva entre el crecimiento económico y las TIC, cuya relación mejora si las personas cuentan con un mayor grado de escolaridad, mayor edad, son mestizos y viven en el área urbana. Esto refuerza la idea que las decisiones de política para reducir la brecha digital no solo deben de ir enfocadas en reforzar la infraestructura digital, sino también adoptar medidas que puedan disminuir la exclusión digital a través de la educación y reducir los costos de insumos digitales, a través de la consolidación de un modelo de innovación tecnológica.
