The war poses serious challenges to the economy, national security, and development of the country as a whole, and innovation can be an important tool in overcoming these challenges. The research aims to study the impact of intellectual property on stimulating and promoting innovative development in the context of technological progress. The methods of scientific cognition used include analysis, synthesis, deduction, comparison, generalisation, and systematisation; a systematic approach was applied to create a comprehensive methodology for analysing the situation in the intellectual property market. The study investigates how intellectual property can stimulate scientific research, promote the development of new technologies, increase competitiveness within the state and contribute to economic growth. The study analyses the works of Ukrainian scientists that have a positive impact on the development of Ukraine’s innovation potential. The author presents an opinion on the need to develop and improve the protection of intellectual property rights, as this will facilitate the discovery of new technologies and the involvement of scientists in their development. The author discusses the issue of establishing the High Court of Intellectual Property and identifies the advantages and disadvantages that may arise with the introduction of such a body. The author substantiates the position on encouraging and conducting outreach to the public to involve scientists and specialists in the discovery and development of new technologies, and exchange of experience, and also emphasises the need for open educational and scientific events that will contribute to the development of Ukraine’s innovation potential. The author considers various methods of encouraging the population to discover new technologies and work in this direction, such as legal mechanisms that protect intellectual property rights holders from unfair competition, namely administrative and criminal liability. The practical value of the results obtained is that they reveal in detail the problematic issues of the innovation potential of the state, as well as identify areas for improvement and provide recommendations for the productive development of the digital state

The article is devoted to studying innovative principles of public policy in Ukraine's food security sphere. The author analyzed the current state and challenges of food security in Ukraine due to globalization, military conflict, the COVID-19 pandemic, and other threats. The author also considered the main directions and tools of public policy aimed at ensuring food security at the national and regional levels, as well as Ukraine's contribution to global food security. The research used comparative analysis, statistical analysis, case study, and SWOT analysis methods. Food security affects the development of countries and the world. Ukraine has the potential to improve it but faces challenges such as a low level of the economy, corruption, underfunding of education and science, weak state policy, and military aggression of Russia. A comprehensive and innovative strategy is needed to improve food security in Ukraine, which would consider all aspects of the food system. Ukraine can benefit from the experience of other countries that have successfully implemented innovative principles of public policy, such as Estonia, Israel, Singapore, and South Korea. Food security of Ukraine and the world in the conditions of war and pandemic is a dangerous scenario that requires an immediate and joint response from the international community. Based on the obtained results, the author developed recommendations and proposals for improving public policy in the sphere of food security in Ukraine, in particular regarding the creation of a national system of monitoring and early warning of food threats, development of sustainable agricultural production, diversification of production and markets, increasing competitiveness and innovativeness of cultural and creative industries, strengthening participation and accountability in the cultural sphere, as well as using the experience and best practices of other countries. It is necessary to show political will and leadership of the authorities and interested parties to improve the situation, introduce an effective system of monitoring and evaluation of food security using modern technologies, and implement innovative principles of public policy, which would contribute to the development of the agricultural sector, standards and safety of food products, information culture and awareness of the population. The article has theoretical and practical significance for researchers, practitioners, authorities, public organizations, and other interested parties who deal with food security issues in Ukraine and the world. In the modern world, where rapid changes and global challenges demand not only reactivity but also predictive capacity from the state, the capacity of public administration systems emerges as a key success factor. This article conducts a comparative analysis of the capacities of public administration systems and the institutional capabilities of Ukraine and the USA, highlighting both common tactics and unique approaches of both countries. The study employs a comprehensive approach that includes both qualitative and quantitative methods. Qualitative methods, such as literature analysis and case studies, allowed for a deeper understanding of public administration and the identification of key factors affecting its effectiveness. Quantitative methods, including statistical and correlational analyses, helped to quantitatively assess these factors and test hypotheses about their interrelationships. The author investigates how professionalism, political neutrality, and effective coordination impact the ability of government agencies to solve problems and achieve strategic goals. It is argued that the stability of legislation and institutions, as well as efforts to combat corruption, are important for ensuring predictability and reliability in management processes. The article also emphasizes the importance of the accessibility and quality of administrative services, which directly affect citizens’ trust in the government. The need for flexibility and innovation in public administration systems to adapt to changing conditions is highlighted, as well as the importance of collaboration with civil society organizations and the private sector to enhance efficiency and transparency. In conclusion, the author stresses the critical importance of institutional capability for the success of public policy, noting that both countries have unique opportunities and challenges in this sphere. The author calls for continued research and dialogue between Ukraine and the USA to exchange best practices and enhance the overall capacity of public administration. The article offers recommendations for improving the capacity of public administration and the institutional capability of the state.
