Structural changes in the economy, caused by current and potential changes in the needs of society for survival in today's conditions and reconstruction of the country in the post-war period. With the change of the industry structure, new requirements appear for the workforce, its qualifications, quantitative involvement in various spheres of activity. The work offers a systematization of current and potential challenges and disparities in providing industry with labor force. The dynamics of demand and supply of labor in industry, their ratio, are characterized, and a conclusion is made that there is no critical situation related to meeting the needs of industry in labor. According to general forecasts of the labor market, a shortage of personnel is expected, but the industry has a different situation by branch. The leader in the number of job shortages compared to other industries and spheres of activity is the processing industry, in the extractive industry almost a balance between supply and demand has been achieved. In the field of electricity and gas supply, the number of unemployed is almost twice as high as the demand. Only in the field of water supply and sanitation is there a labor shortage. The work emphasizes the importance of countering modern challenges and the formation of the workforce according to the needs of industry. Among the military challenges, such aspects as reduction of jobs, mass emigration of labor force, imbalance by regions and professions, high level of unemployment due to labor shortage due to asymmetry between demand and supply of labor force, loss of labor force due to mobilization and death, diminization of the labor market are highlighted. , liberalization of labor relations. The challenges inherited due to the defects of the Ukrainian peacetime economy are outlined. Emphasis is placed on the reduction of the social security of workers in the conditions of martial law, which is due to the introduction of changes in the labor legislation. The problems of the efficiency of the use of human capital, imbalance in wages, sectoral structural disparities and economic inactivity among young people are highlighted. The potential challenges of labor force development in Ukraine are outlined.

The article examines problems in the field of personnel management faced by domestic businesses during the war. It is defined that the most problematic fields are ensuring companies with personnel of the required quality and in sufficient quantity as well as retaining the employees avoiding the layoffs aspirations. These problems have arisen due to the evacuation of a part of the working population abroad, the mobilization of workers to the Armed Forces, the increase in the mortality rate of men of working age, etc. Analysis of external factors affecting the recruitment process has revealed many areas for improvement that will help companies to adapt to new realities. These include the use of modern tools and platforms for automating the recruitment process, the wide use of social networks to search for candidates for vacancies, etc. It is justified in the paper that the process of providing the company with personnel requires the use of fundamentally new approaches to its implementation. It has been proven that to retain and attract personnel, companies need to rethink their motivational programs, because certain motivational tools in wartime conditions have become obsolete and lost their relevance. It is recommended that along with traditional methods of material motivation, it is necessary to use those that will provide psychological support to the staff. Successful cases of modernization of the personnel motivation system of three large Ukrainian companies are presented. It was noted that in conditions of uncertainty, the personnel motivation system cannot remain stable, but should be built following the principles of change management. Therefore, it is recommended to constantly monitor the effectiveness of the current motivation system and, if necessary, to modernize it. To identify the level of motivation of the company's employees and analyze the influence of motivational factors on the efficiency of their work, it is recommended to use the "Motivation Efficiency Test" software.
The purpose of the article is to assess the negative effects of the war on the economic activity of enterprises, generalize the best experience of adaptation measures and methods of survival of enterprises in wartime, ways of preserving human capital. On this basis, the formation of proposals for innovative organizational measures for enterprises of the IT sector and other areas of the economy in order to ensure the functioning of enterprises and personnel support. In the course of the study the basic methods of economic analysis (systematization, generalization, comparative analysis) is used to highlight the distinctive features of the traditional economic crisis and the wartime crisis, revealed foreign experience regarding priority programs and tools for supporting the war economy. Statistical analysis and analysis of the regulatory and legal framework are applied in the study of the influence of the state of war on the activities of domestic enterprises, critical analysis of the methodological and organizational basis of the methodology for assessing losses caused by damage to the property of enterprises. In order to aggregate the experience of adaptation measures and staff support of domestic enterprises, an author's expert survey is conducted, and the data summarization method also used. The article highlights the results of the study of the problems of the functioning of enterprises during the war and the adaptation measures they resort to in order to preserve human capital. A comparative analysis of the traditional crisis and the crisis caused by war are carried out according to various characteristics – causes of occurrence, duration, scale, possibility of localization of negative consequences, availability of infrastructure, workforce and client base – with a special emphasis on their impact on human capital. The typical difficulties faced by enterprises are revealed, and the destructive effects of the war on the functioning of enterprises are assessed. There are summarized critical comments regarding the method of determining damage and the amount of damage based on the assessment of property destroyed during hostilities, and given conceptual proposals for its improvement. Based on the analysis of foreign and domestic experience of supporting economic activity in war conditions, relocation programs, the activities of enterprises and their personnel, there is proposed a systematized list of measures to prevent the negative impact of war on the activities of enterprises and the preservation of human capital.
