Research background: Having recognized the SDGs as the most important direction of globalization processes’ implementation, we point out that assessing the results of world progress in this direction is important both in terms of assessing its dynamics and as a new technology of global governance. Assessment (both as an institution and as a management technology) is a new type of analytical and coordination interactions between countries, which is just beginning to emerge. Purpose of the article: The publication has three goals. The first is to present Voluntary national SDG reviews (VNRs) as an emerging institution for assessing and managing of global development. The second is to describe methodological approaches of their assessment, presenting them as a continuous improvement of methodology and methods that reflect new requirements for the VNRs analyses. The third is to assess the VNR of the RF (Russian Federation) - 2020, taking into account official and unofficial judgments, views from within and external experts. Methods: The publication as a whole follows an institutional approach. It provides a comparative generalization of methodological approaches to the VNRs assessment, presents expert judgments that allow to outline the compliance of VNR RF-2020 with the new valuation principles Findings & Value added:: The publication will present a general scheme of VNR institutional understanding, a comparative analysis of traditional and new methodologies for their assessment and will propose systematic (comprehensive) assessment of VNR RF-2020.
Research background: In the process of implementing the Paris Agreement (2015), Europe is a leader in the formation of new legislative initiatives in order to develop a set of effective measures to reduce greenhouse gas emissions in the atmosphere. The European Commission approved the European Green Deal (2015) - a strategy for achieving the EU parameters of climate neutrality through the transition to a clean circular economy. Its main goal is to reduce carbon dioxide emissions by 2030 by 50 - 55% from 1990 levels and achieve full carbon neutrality of the EU by 2050. As part of this strategy, the Carbon Border Adjustment Mechanism (CBAM) is being developed. The introduction of CBAM means a revolutionary transformation in the system of international economic relations. Purpose of the article is to identify and assess possible risks for producers and consumers, primarily of energy products after the introduction of CBAM, as well as the impact of these risks on Russian exports to Europe. Methods: The authors carried out a comparative analysis of scenarios for the implementation of CBAM in the sectorial and product segments of trade between Russia and the EU. Findings: The article contains comparative assessments of the beginning redistribution of international markets in the sectoral and product coverage of emissions, as well as an analysis of the unfolding contradictions in the verification of methods for determining the carbon footprint in the production chains of the real sector of the economy.
In the article the problems of Russian economy under economic sanctions are studied. The economy growing thanks to hydrocarbon exports depends on the prices in the international energy market. Whilst falling oil prices induce the economic slowdown. Lack of proper investment in the restructuring of scientific and technological potential in different sectors of the economy reduces the quality indicators of GDP. Therefore, enhance of economic growth and solution to the import substitution problems is crucial for the transition from the export of raw material to the intensive development.
