The article describes the results of structural-functional analysis of medicines distribution system in the Ural Federal District (Ural FD). The structure of material flow is heterogeneous in the indicator of logistics channels diversification: the share of trade turnover at federal distributors varies from 17.2 to 100%. There was also an increase in the share of the federal distribution with an increase in the cost of the medication. Methodical approach to risk assessment of pharmaceutical distribution logistics in the Ural FD on the basis of commercial and logistic risk multiplier has been developed and tested. Mathematical modeling of the federal suppliers’ demand for medicines produced in the Urals and the supply of Ural manufacturers with medicines was carried out. Based on the obtained results, methods of reducing the risks of distribution logistics are proposed; in particular, diversification of distribution channels in the range of selling prices of producers excl.VAT from 600 to 800 rubles per package, including by attracting Ural state unitary enterprises with a license for wholesale pharmaceutical activity. In addition, active promotion of expensive medications (more than 700 rubles) is recommended to reduce risks in their distribution and demand increase of federal distributors that will reduce the cost of medications and create additional availability for geriatric use.
Abstract. Introduction. At the present stage of the development of the drugs quality control system in the Russia, studies of the balance of control measures for the movement of goods and the qualitative characteristics of certain types of activities in the field of drug circulation are of interest. The purpose of the study is a situational analysis of the balance of the drugs quality control system measures at the stages of drug distribution in the segment of the regional pharmaceutical market on the example of the Sverdlovsk region by forming a risk transfer matrix to diagnose the risk of drug quality reduction at the regional level. Materials and methods. Structural and functional analysis of medicines quality control system. Content analysis of normative documentation. Results and discussion. Identification and procedural structuring of the key processes of the system were carried out, a risk transfer matrix was formed, its key characteristics were developed and justified. The existing approach to selective control does not take into account the points of concentration of turnover, which leads to an unbalanced coverage of control measures between wholesale and retail agents of the pharmaceutical market. Conclusion. The existing approach to the selection of control objects in the territorial segment of the medicines quality control system can be harmonized by shifting the emphasis towards wholesale pharmaceutical activities with increased validation of product-oriented procedures of intra-company quality management system of wholesale trade enterprises. In the Sverdlovsk region, there are prerequisites for strengthening the qualification measures of the quality management system with the involvement of an additional regional laboratory complex of the medicine's quality control.

The expediency of developing program measures to increase the competitiveness of Ural industrial pharmacies to reduce the cost intensity of extemporal formulations by modifying the supply channels of substances within the Ural Federal District is determined. A method for the assortment basis of integrative commercial processes between the subjects of production and manufacture of medicines in the Ural Federal District determining is proposed and tested. The method is based on three criteria of expediency: assortment, economic potential, and market parity potential criteria. The main product trends for entering into direct contracts with manufacturers of substances were determined. The article shows the organizational, pharmaceutical and economic prerequisites for creating a single commercial information and communication platform for operational interaction between Ural pharmaceutical substance manufacturers and the segment of production pharmacies in the Ural Federal District.
