Penelitian ini bertujuan menganalisis pelaksanaan promosi jabatan berdasarkan merit system di Kabupaten Kolaka dan Kendari Provinsi Sulawesi Tenggara. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Tehnik pengumpulan data dilakukan dengan wawancara mendalam dan dokumentasi. Informan penelitian sebanyak 15 orang dengan pemilihan informan menggunakan teknik purposive sampling. Data yang dikumpulkan dianalisis menggunakan model interaktif. Hasil penelitian menunjukan promosi jabatan dalam pengisian jabatan pimpinan tinggi pratama (JPTP), dinilai masih bermasalah dalam tahapan seleksi meliputi tahap lamaran, tahap penilaian, dan penetapan. Pada tahap lamaran, jumlah pegawai yang melakukan pendaftaran sangat kurang karena pegawai menilai seleksi pengisian JPTP hanya untuk memenuhi syarat dan hanya dijadikan sebagai pendamping karena pejabat yang akan menduduki jabatan sudah lebih awal dipersiapkan. Kemudian tahap penilaian dan pengangkatan, pada tahap ini panitia seleksi kurang obyektif dan tidak transparan dalam pemberian bobot nilai dan penetapan 3 (tiga) nama calon pejabat. Pengumuman 3 (tiga) besar hanya berdasarkan abjad nama tanpa adanya rekapitulasi bobot nilai yang dimiliki masing-masing calon pejabat.
The purpose of this study is to identify vulnerable community groups and map the interests of stakeholders in the area of operation of PT Antan Tbk UBPN Sultra. This study was conducted in Pomalaa District, through a mixed method approach that combines quantitative data analysis methods. Because this study uses a mixed method approach, the informant is used as a source of data in a qualitative approach. The determination of informants is done by snowball sampling method. Meanwhile, the probability sampling technique is used for the quantitative approach. Proportional cluster sampling is a form of probability sampling that is used, and the way it works is by identifying in advance the groups that represent the population. Information collected through the results of field research, both primary data and secondary data. The results show that the vulnerable groups in the company's operational areas were pre-prosperous families (poor families), the elderly, people with disabilities, and the mentally handicapped (physical, speech and hearing impaired, mental, and blind). Pre-prosperous families (poor families) are the highest vulnerable group, reaching 2,152 people out of 30,680 residents of Pomalaa Subdistrict. Meanwhile, stakeholders that influence the success of company programs in Pomalaa Subdistrict are the village head, village secretary, head of Bumdes, traditional leaders, women leaders, religious leaders (Islamic and Christian), and community leaders.
This study will examine and analyze collaborative governance processes as the basis for the formation of collaboration and the factors that influence collaborative governance in the handling of uninhabitable house. The research method used is a qualitative approach and the type of research is action research, known as participatory action research (PAR). Basically, PAR is a research that actively involves all relevant parties (stakeholders) in assessing actions or interactions between organizations in order to make changes and improvements in a better direction. Data collection is done by participant observation, interviews, and document search. Data analysis technique is an interactive analysis which includes the stages of data reduction, data presentation and data verification / drawing conclusions. Moreover, the results of the study, the process of collaborative governance in the handling of uninhabitable houses in Kolaka and North Kolaka Districts was carried out through formal mechanisms and informants, including (1) dialogue between actors: the stage of formal and informal dialogue between actors. Formally, the dialogue was through a joint forum by forming housing and settlement areas (POKJA PKP). While not formally planning and implementing the handling of uninhabitable houses puts forward deliberation (2) builds consensus: the actors involved have responsibilities that have been decided together. Furthermore, the regional government prepares the budget through the APBD and the Housing and Settlements Agency as the executor and the person in charge of the program. The village / kelurahan government is involved in data collection and verification of uninhabitable houses. The private sector is involved in the supply of building materials and the community participates in the form of willingness to become labor and readiness to provide materials. (3) commitment to goals: this phase describes the recognition of actors involved in collaboration to be responsible for solving public problems. The realization of this commitment is the implementation of the program with a participatory approach. Meanwhile, the factors that influence collaborative governance are: (1) leadership, (2) communication, (3) commitment, and (4) common vision.
This paper would like to explain the implementation of poverty reduction program in Latambaga Kolaka District. A qualitative approach is used to look at social phenomena related to human behavior and work processes. Observational case study, directed to specific groups and networks of actors involved in poverty reduction policy formulation In accordance with the theme of policy studies. The information data obtained in analyzed by using interactive model. These poverty alleviation programs do not seem to have changed lives for the target community. Kolaka Regency Government encountered obstacles with limited limitations both organizational, management and finance. Even the main obstacle is the behavior of the beneficiary community. A finding in the field, another factor that has not been effective in poverty reduction programs is the unavailability of valid poverty data.
