Infrastructure projects are expected to deliver positive economic and social impact to the community. However, the model to analyze the economic and social impact is still limited. Therefore, this study aims to develop an economic and social impact model to be used for study the impact of infrastructure projects. The research focuses on several case studies of infrastructure projects which guaranteed by Indonesia Infrastructure Guarantee Fund (IIGF) both PPP (Public-Private-Partnership) Scheme and non-PPP Scheme on telco, water, tourism Sector. These sectors are believed to represented the major infrastructure development that cover both local, national, and international perspectives. The analytical method used to measure economic impacts from infrastructure development is a quantitative approach by using following attributes: Sectoral Economic Analysis, Potential Economic Analysis, Growth Accounting, Input-Output Table Analysis, and Statistical Forecasting. While, to analyse the social impact of infrastructure development, quantitative and qualitative approaches are used by In-depth Interview through questionnaire filling technique and Social Impact Assessment (SIA) method. In addition, this study also used legal approach method. The results show various economic impacts of project investment development, both in terms of potential and realization. Meanwhile, in terms of social impacts, there are various community responses to the realization of project development.
ABSTRAK. Kendaraan sepeda motor sangat sering digunakan oleh masyarakat karena fleksibilitasnya sehingga dapat membantu aktivitas dan rutinitas sehari-hari. Semakin berkembangnya zaman semakin banyak inovasi-inovasi yang muncul untuk memberikan rasa nyaman dalam berkendara. Hal ini menyebabkan berbagai variasi spesifikasi komponen, diantaranya adalah variasi knalpot motor. Variasi knalpot motor seringkali disalahgunakan oleh pengguna dimana knalpot yang digunakan menimbulkan suara yang bising yang dapat mengganggu kenyamanan masyarakat. Pemerintah telah menetapkan Undang-Undang yang mengatur hal ini, yaitu Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan jalan. Selain itu, Peraturan Menteri Lingkungan Hidup No. 7 Tahun 2009 tentang Ambang Batas Kebisingan Kendaraan Bermotor Tipe Baru mengatur batas maksimum kebisingan kendaraan bermotor. Dalam Pelaksanaan penegakan hukum masih kurang efektif dikarenakan penegak hukum tidak membawa alat suara di lapangan sehingga penetapan pelanggaran hanya berdasarkan intuisi penegak hukum. Banyaknya pelanggar juga akibat kurangnya pemahaman masyarakat terhadap tingkat kebisingan yang diperbolehkan oleh penegak hukum.ABSTRACT. Motorcycle vehicles are very often used by the community because of their flexibility so they can helm with daily activities and routines. The growing age of more and more innovations that appear to provide comfort in driving. This causes various variations in component specifications, including variations in motorbike exhaust. Variations in motorbike exhaust are often misused by users where the exhaust used causes noises that can disturb people's comfort. The Government has enacted a law which regulates this matter, namely " Undang-Undang Nomor 22 Tahun 2009" concerning Road Traffic and Transportation. In addition, namely "Peraturan Menteri Lingkungan Hidup No.7 Tahun 2009" concerning The New Type Motorized Noise Threshold regulates the maximum limit of motorized vehicle noise. In the implementation of law enforcement it is still not effective because law enforcers do not carry sound equipment in the field so that the determination of violations is only based on the intuition of law enforcement. The number of violators is also due to a lack of public understanding of the noise levels allowed by law enforcement.

Kepadatan penduduk yang tinggi menyebabkan peningkatan jumlah kendaraan, yang tidak diimbangi dengan pertumbuhan jalan dan lahan parkir sehingga menjadi penyebab kemacetan. Kelurahan Turangga merupakan salah satu daerah di Kecamatan Lengkong, Kota Bandung yang sering mengalami kemacetan karena parkir liar yang dilakukan oleh kendaraan yang tidak parkir pada tempat yang semestinya. Melihat kondisi tersebut, Kelurahan Turangga membutuhkan ketentuan pembatasan kendaraan guna mengatasi kemacetan, yang diwujudkan melalui kewajiban memilki/menguasai garasi seperti yang telah diterapkan oleh Provinsi DKI Jakarta berdaarkan Pasal 140 Peraturan Daerah Provinsi DKI Jakarta tentang Transportasi. Berdasarkan hal tersebut, Peneliti bermaksud mempelajari lebih lanjut terkait kemungkinan diberlakukannya ketentuan kepemilikan dan penguasaan garasi di Kelurahan Turangga sebagai solusi kemacetan di daerah tersebut. Metode penelitian yang digunakan adalah pendekatan yuridis normatif dengan spesifikasi penelitian bersifat deskriptif analitis. Teknik pengumpulan data yang dilakukan melalui penelaahan terhadap bahan hukum primer, sekunder, dan tersier, serta melakukan penelitian lapangan kemudian dianalisis secara normatif kualitatif untuk mendapatkan hasil penelitian yang dimaksud. ABSTRACT.Bandung is the capital city of West Java which has high population density and congested regional conditions. This densely populated condition influence the fluency of transportation in Bandung. High population density causes an increase in the number of vehicles, which is not matched by the growth of roads and parking areas which are the cause of congestion. Turangga is one of the areas in Lengkong Sub-District, Bandung which often experiences congestion due to illegal parking carried out by vehicles that not parked in proper places. Seeing this condition, Turangga requires provisions on vehicle restriction to overcome congestion, which are realized through the obligation to on a garage as has been implemented by DKI Jakarta based on Article 140 of the Jakarta Regional Regulation No.5 in 2014 concerning Transportation. Based on this, Researched intends to learn more about the possibility of applying garage ownership and possessing a garage in Turangga as a solution to congestion in the area. The research method used is normative juridical approach with descriptive analytical research specification. Data collection techniques were carried out through a review of primary, secondary, and tertiary legal materials, and conducted field research the analyzed qualitatively normative to obtain the research result.
