Freedom of getting information is also one of democracy state’s features since it is expected to stimulate participation of citizen. Furthermore, if there is more public information which can be got freely, it will strengthen the tendency of the change of society type into informative society. Indonesia tried to facilitate its citizens by providing such a basic bill in order to access public information. As a communication policy, this regulation has been implemented since its validity 2 years ago. This implementation of policy such as Bill No. 14 of 2008 talks about Transparency of Public Information become such a complicated problem. Problem related to regulation’s article which has to be as operational as possible when it will be implemented and also about its accuracy are factors that become a success key for public policy implementation involved the communication policy.

The local leaders election of DKI is an example of arena in which the candidates play their own political rhetoric to fight for the voters' heart. Through the political debates, the candidates have the chances to explain who they are, their vision, and the programs they want to do. With the specific rethoric style, a candidate as a political comunicator has a chance to comunicate with the audiences as well as to impress them as the final goal. This study tries to capture how the styles of political rhetoric of each candidate, both candidates for governor and vice governor are demonstrated. This study on debate video of candidates for governor and vice governor of DKI using qualitative content analysis, discovers a scheme of rhetoric style of Agus Yudhoyono which combines rhetoric style of exhortative, bureaucratic. Syliviani Murni puts priority on bureaucratic, formal, and exhortative. Basuki Tjahjana Purnama tends to be outspread because of combining open, bureaucratic and formal. On the other hand, Djarot is more familiar with the rhetoric style of bureaucratic and exhortative. Anies Basewedan is so intense with the aspect of personal branding and the combination of bureaucracy and exhortative. Sandiaga Uno tends toward rhetoric to emphasize the personal branding.

At present, the development of citizen journalism in the era of globalization and information technology is increasingly developing because of the presence of the internet and application technology that are in demand by readers and writers to develop their potential. The technology that is developing at this time is to use an Android technology mobile application that is very supportive of its operation. However, Citizen Journalism must be careful in using and filtering information from irresponsible blogs so that they can deceive the informant and easily incite an information that has not been proven by the truth of the news. Therefore, this research will make a citizen journalism application based on mobile technology in the platform of an Android and AJAX programming mobile. The results of the research show that the Mobile Technology Citizen Journalism application can be tested by sending or accessing news or information content on the server using a GPRS connection. Tests carried out include features, reliability, suitability, easy to use, and perception of the quality of this Mobile application.

The development of information and communication technology in the present time is growing rapidly and increasingly easy to access information. Variety of news can be enjoyed through the presence of mainstream media such as newspapers, television, radio until the new media so that the emergence of media with new formats such as news portals from online media and the emergence of television streaming service that makes the needs of news to be very simple.With that made a research with the making of citizen journalism application based on information technology, which in this application will focus on the implementation of citizen journalism web-based using JSON and AJAX programming model. The purpose of applying the citizen journalism website is to expand the reach of the media and make it easier for guests to get facilities from citizen journalism.From the results of the implementation and testing of the application, will generate some facilities in this website, including the use of facilities divided into 3 parts, namely for guests, members, and administrators. Content of this website provides images and news information so that members can clearly know the news to be submitted and can make the addition of news online, as well as the latest news posting information, selection of news types, and guest book for members on this website so it will provide added value for applications.
