Pancasila as a legal ideal (rechtsidee) in its implementation is still not running as it should. One of the problems is influenced by the quality of legislators who are members of political parties. The poor quality of human resources produced by the party in turn also has an impact on the formation of laws that do not reflect the ideals of law. The problem discussed in this paper is about shifting the role of political parties in realizing legal products based on Pancasila. The research method used in this paper is the normative legal research method, legislation and conceptual approach, based on the position of the Pancasila as a legal ideal, and the role of political parties in the Pancasila Law State. The findings obtained are that political parties have a very strategic role in translating the aspirations of the people, besides that political parties also have a role in realizing legal products based on Pancasila. But so far, this role has experienced a shift caused by the crisis of political party ideology, weak membership system and regeneration of political parties, poor political education, minimal party funding resources, and the massive corruption of legislation.
