The study aims to measure the effectiveness of the project management information system (PMIS) and its impact on financial wellness in rural areas. The study uses DeLone and McLean’s updated information success model to measure the net impacts of the PMIS on the community. The dynamics between the PMIS and financial wellness have not yet been clarified, as the available literature on the concerned domain is very limited; thus, further research is required to report the effect of the PMIS on financial wellness. A total of 628 samples were analyzed from 666 collected through structured questionnaires and stratified sampling from 21 hill blocks from the hills of Uttarakhand. Exploratory–confirmatory factor analysis and path analysis were both conducted using SPSS and AMOS. The study found that PMIS quality, information quality, and service quality are significantly important for the PMIS, and its impact on the net benefits derived from PMIS was studied. The results also reveal that the net benefits of the system impact the financial behavior and financial attitudes of SHGs and cooperative members, consequently significantly impacting financial wellness. This study proposes and tests the information system (IS) financial wellness (FW) model for community-based development programs in the lines of the logical framework approach and the stimulus–organism–response framework.
I. INTRODUCTIONEvery livelihood project has the specific goal, objectives, scope, cost and time/schedule with a specific resource. These projects have specific charter or implementation manual. Project Charter is a formal document providing authority to a project manager to conduct a project within scope, quality, time, cost, and resource constraints as laid down in the document [5]. The entire team works together for achieving the goal and fulfil the objectives. In the entire project from beginning up to the windup, each manager manages the data as well as information according to the need of relative portfolio. A centralize team compile and analyse the data, disseminate the information either in paper based or in digitize or in both formats. The type of information system in the project depends upon need of information, size of organization, technology available and several other factors. "How to develop an information system for the project" is always a critical issue. In the paper, we discuss how we can integrate different information system or minimum components from different information system into a single information system.Integration refers to the holism of systems. Integration is concerned with how a system is tied together. Successful integration will typically produce a synergistic effect and greater total impact than if each component works separately [6]. The Integrated Information System (IIS) is a conceptual term that indicates multiple interlinked information systems for any organization. The IIS included financial management system, contract management system, decision support system, knowledge management system, project management system, human resource management system and so many others, related to the organization. The IIS is not the only combination of different management system, but also act as a tool for planning, monitoring, & evaluation includes feedback and control. II. INITIAL INVESTIGATIONIn the first step, the project team needs to go through the related documents, i.e. Project Charter/ Project Implementation Manual (PIM), Project Agreements, Financing Agreement, Working Papers, and others related if any. The purpose of the charter or PIM is to assist the project staff and other participating agencies, which is responsible for planning, implementation, supervision, and monitoring [7]. PIM provides sufficient background to understand project goal, objective, scope, locations, scheduling, implementation mechanism, logical framework, and budget, organizational structure, and monitoring evaluation process. It helps in the initial planning of data & information flow. Working papers refer to a preliminary technical paper [8]. The working papers provide more details about project concept and functions. Some other documents for information system are existing documents of organization, documents related to other related projects, government policies, and government orders.
