Desa Candirenggo merupakan salah satu desa dari delapan belas desa yang berada di Kecamatan Ayah, termasuk ke dalam status desa berkembang dan ditetapkan sebagai desa wisata dengan memiliki banyak potensi alam seperti air terjun, goa alami, dan beberapa tempat lain dengan pemandangan alam yang bagus. Akan tetapi potensi alam yang dimiliki belum didukung dengan pengelolaan yang baik yang berdampak pada kurang diminatinya potensi wisata tersebut. Kurangnya media promosi turut mendukung minimnya jumlah kunjungan wisatawan ke desa Candirenggo. Kegiatan pengabdian ini bertujuan untuk mengembangkan dan mengenalkan portal informasi wisata desa Candirenggo sebagai media penyampaian dan penyebarluasan informasi potensi desa secara efektif. Dengan menggunakan pendekatan tahapan persiapan, perancangan dan pengembangan, pelatihan dan sosialisasi, dan evaluasi, tim pengabdi berhasil mengembangkan portal informasi wisata desa candirenggo sesuai dengan kebutuhan pengguna mitra. Kegiatan pelatihan administratif sistem dan pengelolaan konten juga berhasil dilaksanakan untuk mendukung optimalisasi fungsi sistem portal informasi wisata desa yang telah dikembangkan. Hasil evaluasi menunjukkan portal informasi wisata desa memiliki kinerja yang baik. Selain itu, hasil evaluasi juga menunjukkan bahwa pengguna mitra memiliki minat dan merasakan kemudahan dalam menggunakan sistem portal informasi wisata desa
This study aims to determine the objective conditions regarding the legal politics of managing the performance accountability of regional heads after the reform. The formulations of the problem include, first, how is the legal politics of the regulation for performance accountability of regional heads after the reform, and second, what is the ideal model of regional head accountability to the regional representative council (DPRD). This research is normative juridical research in which the data used is secondary data in the form of legal materials. In addition, this study uses theories as an analysis tool. The results show that the legal politics of regional head accountability has shifted from DPRD to the central government. The shift is caused by an empirical practice during the enactment of Law No. 22 of 1999 and the domination of DPRD, but the accountability is then shifted to the central government. Domination is also shown by the central government in supervising regional governments, thus minimizing the role of DPRD as a regional representative body with supervisory function. The performance accountability of regional head should be initially presented to DPRD to create equal partnership relations between the two institutions and to place DPRD outside the regional administration element, enabling DPRD to carry out the supervisory function optimally towards directly elected regional heads.
This article aims to determine the relationship between the central government and the village government in village financial reporting which is reviewed in a normative juridical manner through a statutory approach. Currently, the village government has a heavy burden because in addition to having to provide services directly to the community, it must make village financial reports both to the regional government and the central government. Based on these problems, this article has several formulations including (1) How to regulate the relationship between the central government and village governments in village financial reporting; and (2) How to Model the Relationship between the Central Government and the Village Government in the future in village financial reporting. This article is an article with a normative juridical type with a statutory approach and a conceptual approach. The relationship between the Central Government and the Village Government has occurred directly since the birth of the Village Law, the Village Government has an extra burden because it has to carry out all forms of instructions or rules made by the Central Government, especially in terms of Village Financial Reporting, so that the relationship between the Central Government and the Village Government seems formal and rigid, this can be seen from the various rules and policies from the central government that must be implemented by the village government, especially in the field of village financial reporting. There needs to be an arrangement that places more emphasis on the recognition of the village substantially through empowering the village government, and a simpler village financial reporting system through facilitation with an integrated village financial accountability reporting system.
Penggunaan dana desa secara umum untuk Penyelenggaraan Pemerintahan Desa, Pelaksanaaan Pembangunan Desa, Pembinaan Kemasyarakatan dan untuk Pemberdayaan Masyarakat Desa. Dari keempat bidang tersebut, penggunaanya diprioritaskan untuk kegiatan pembangunan dan pemberdayaan. Penelitian ini bertujuan untuk menganalisis penggunaan dana desa untuk pemberdayaan masyarakat dengan mengambil studi kasus di Kecamatan Borobudur, Magelang, Jawa Tengah. Metode yang digunakan adalah metode penelitian yuridis-normatif. Hasil penelitian ini menunjukkan bahwa paradigma Undang-undang yang dianut oleh pemerintah desa dalam memahami ketentuan tentang penggunaan dana desa untuk kegiatan pemberdayaan masyarakat telah melahirkan jenis-jenis kegiatan pemberdayaan yang limitatif pada kegiatan pelatihan, kegiatan keagamaan, bantuan keuanga dan penyertaan modal. Apabila pemberdayaan difahami sebagai strategi pembangunan maka jenis-jenis kegiatan pemberdayaan akan lebih variatif dan dapat menjangkau berbagai kegiatan yang selama ini dimasukan dalam bidang pembangunan. Chamber mengidentifikasi 4 prasarat kegiatan pemberdayaan, yaitu people centered, participatory, empowerment and sustainable. Apabila pendekatan chamber ini dipergunakan maka penggunaan dana desa akan lebih membawa dampak yang lebih besar. Dana desa tidak hanya akan difahami sebagai bantuan/hibah dari pemerintah pusat namun lebih pada stimulant pembangunan yang menuntut adanya partisipasi maupun swadaya dari masyarakat.The use of village funds is generally used for the Implementation of Village Government, Implementation of Village Development, Community Development and for the Empowerment of Village Communities. From these four pillars, the use is prioritized for development and empowerment activities. This research intended to analyses the use of village funds to conduct community development, by taking case in the Borobudur Subdistrict, Magelang, Central Java. The result of this study indicates that the paradigm of the law adopted by the village government in understanding the provisions on the use of village funds for community empowerment activities has given birth to limited types of empowerment activities in training activities, religious activities, financial assistance and equity participation. If empowerment is understood as a development strategy, then the types of empowerment activities will be more varied and can reach various activities that have been included in the field of development. Chamber identifies 4 principles of empowerment activities, namely people centred, participatory, empowerment and sustainable. If this chamber approach is used then the use of village funds will have a greater impact. Village funds will not only be understood as assistance / grants from the central government but rather to development stimulants that demand participation and self-help from the community.
