RESUMENEl presente documento analiza cómo se desarrolla el proceso de toma de decisiones en las empresas barranquilleras desde un punto de vista netamente descriptivo. Inicialmente, se define la toma de decisiones, presentando a su vez una breve explicación de cada uno de los modelos utilizados dentro de las organizaciones. Más adelante, se exponen los resultados obtenidos en encuestas realizadas a una muestra de 77 empresas PYMES de la ciudad de Barranquilla, en las cuales se percibe una alta tendencia a utilizar la intuición y la experiencia del tomador de decisiones como herramientas fundamentales para resolver problemas. Palpándose, por las respuestas obtenidas, la necesidad de contar con modelos de simulación que contribuyan o aporten información que les permita tener más certeza a la hora de tomar un curso de acción ante una situación problemática. Por último se plantean dos modelos de toma de decisiones para la gran empresa, utilizando el análisis por conglomerado y el análisis factorial, basados en los re- ABSTRACTThis paper analyzes and develops decisionmaking process in companies Barranquilla from a purely descriptive point of view. Later reports the results obtained in surveys of a sample of 77 SME companies from the city of Barranquilla, which is perceived a high tendency to use intuition and experience of the decision maker as essential tools to solve problems. Finally we use two models of decision making for the enterprise, using cluster analysis and factor analysis, based on the results of a second survey of 51 companies located in the same city, which allowed two models to identify major businesses in the City.
The COVID-19 pandemic has had a social, economic, and political impact, with companies particularly affected. Policymakers and managers had to make strategic decisions to continue operations. Therefore, this chapter focuses on evaluating the economic impact of the crisis in Colombia from the government, and companies' perspectives, and how they established some strategies to achieve economic sustainability. This analysis is composed of macroeconomic aspects, businesses´ role for economic reactivation, decisions to face the pandemic, and finally, actions that ensure their sustainability. There are issues on fiscal and monetary policies to ensure employment and keep inflation through direct support and rules to improve companies' conditions. Companies themselves should learn about risk management, digital transformation, and the relocation of providers and customers. There is no single recipe to guarantee success, but there is a need for an integrated plan that includes government, central bank, and companies to shorten the economic effects of this kind of crisis.
Competencias en la cadena de suministro del sector logístico en Barranquilla, ColombiaSpecialized skills in the supply chain of the logistics sector in Barranquilla, Colombia ResumenLos estudios de competencias en la cadena de suministro del sector logístico son limitados en cantidad y sus orientaciones se dan hacia revisiones de los eslabones. Este trabajo tiene como objetivo identificar en los eslabones y en la cadena las competencias requeridas por los cargos en el sector logístico. Por medio de una encuesta en las empresas del sector logístico en Barranquilla, Colombia, se logró obtener la información sobre 12 competencias genéricas y 12 específicas en los eslabones y la cadena de acuerdo con las áreas administrativas y operativas. Con este instrumento se logró identificar las competencias más y menos recurrentes de acuerdo con las percepciones del grupo de interés en cuestión. Se encontró que de las 24 competencias hay ocho relevantes (que se encuentran como mínimo en el 50% de la cadena y eslabón). Para las genéricas son seis: la capacidad de trabajo en equipo; la capacidad para organizar y planificar el tiempo; capacidad para tomar decisiones y compromiso con la tarea asignada; compromiso ético y habilidad en el uso de las tecnologías de información y de la comunicación. Las competencias específicas más requeridas del sector son dos: conocimiento en transporte de mercancía y enfoque al cliente (incluye: asesorar clientes en trámi-tes de exportación, importación y manejo de mercancías). Además, dependiendo del quehacer de cada eslabón se le adicionan otras competencias requeridas para su desempeño. Finalmente, se encontró que la demanda del sector se orienta más a los cargos operacionales que a los administrativos. AbstractStudies on specialized skills in the supply chain of the logistics sector are quantity limited, and are oriented towards evaluations of the links. This work aims to identify in both the links and the supply chain the required specialized skills for the staff positions in the logistics sector. By means of a survey applied to the companies in the logistics sector in Barranquilla, Colombia, it was possible to obtain information on 12 generic and 12 specific specialized skills from the links and the supply chain, according to the administrative and operational areas. With this instrument, it was possible to identify the more and less recurrent specialized skills according to the perceptions of the specific group of interest. It was found out that from the 24 specialized skills, there are eight relevant ones (found at least within the 50% of the supply chain and the links). There are six generic specialized skills: the teamwork ability; the ability to organize and plan the time; the ability on making decisions and committing to the assigned task; ethical commitment; and the ability on using information and communication technologies.
