The purpose of this paper is to specify the essence and the specifics of implementation of the pedagogic technology of forming the basics of future mathematics teachers' professionalism using the potential of multimedia in higher education. The major research method is pedagogical experiment (comprising analytical search, ascertaining, forming, and control stages) aimed at verifying the efficiency of the pedagogical technology of forming the basics of future mathematics teachers' professionalism; statistic methods have also been employed for checking efficiency and reliability of the experimental research results. The participants of the pedagogical experiment have been 290 students (150 students of the experimental group and 140 students of the control group) of the training area 44.03.01 "Pedagogical education", skills profile "Mathematics". Theoretical issues on the nature, structure, criteria, indicators and levels of formation of the basics of future mathematics teachers' professionalism have been disclosed; the notion-category apparatus of the theory of the teacher professionalism has been specified; there has been scientifically grounded and developed the pedagogical technology of forming the basics of future mathematics teachers' professionalism that corresponds to the structure of the holistic pedagogical process and includes: target orientations, conceptual bases and regulations, procedural characteristics, program-methodological support, and an appropriate combination of traditional and multimedia tools. The results of the gradual introduction of the pedagogical technology of forming the basics of future mathematics teachers' professionalism by means of multimedia technologies indicate significant positive shifts in the formation of all the components of the basics of students' professionalism, which was reflected in the positive dynamics of the criteria for all indicators and generally indicates the effectiveness of the proposed pedagogical technology. Research materials can be used to further improve the theory and practice of the professional training, in particular, in the training of future mathematics teachers in the process of qualification improvement and personnel retraining, and in the selfeducational activity of teachers.
The urgency of the problem studied in the paper is conditioned by the fact that stable functioning and development of economic entities, sectors of the economy, regions and the country cannot be carried out without investments. In the modern economy of the Russian Federation, whose conditions of existence can be called non-stationary, one of the problems is attracting investment resources into economic activity and overcoming the conditions for slowing and stopping the growth of the country's economy caused by external unfavorable economic circumstances. In connection with the foregoing, the policy of attracting and managing investments in the regions of the Russian Federation, with a view to ensuring conditions for overcoming the crisis phenomena and resuming the economic growth of the country and its subjects is of particular interest. The G. M. Kvon et al. 836intensification of the state investment policy is a core prerequisite for the transition of the economy to sustainable growth. However, in economic market conditions the state is not able to solve this problem to the full. Therefore, the process of activating investment policy at the regional level is becoming topical. The purpose of the paper is to study the management and implementation of investment policy in the region on the example of the Republic of Tatarstan, the analysis and assessment of the investment environment's state. The leading method to research this problem is the statistical one, which is a method of quantitative analysis of a set of homogeneous facts that determine in the aggregate the transition of quantitative changes to qualitative ones. The paper presents the results of assessing the socio-economic development of the region, analyzes the indicators that allow characterizing the investment environment's state. The paper also presents the strategic priorities of the region's investment activities, analyzes the opportunities for their implementation in conditions of non-stationary state, and makes sound conclusions about the need to activate regional investment policies. The materials of the paper are of practical value for specialists dealing with the implementation of the investment policy of the region.
In the present article author analyzes theoretical and practical questions of the role and place of Internet in modern Russia. Author also presents a short history of the Internet development in Russia and states reasons for non-existence of the Internet in the Union of Soviet Socialist Republics (USSR) and its development in the end of the Soviet Union history and start of the modern Russian country history. Author discuses question of Internet use in modern Russia and reasons for the widespread of information technologies and especially Internet, analize questions of the information security in the condition of globalization and spread of information technologies. During the discussion authors use statistical data and present opinions of different specialists. In the conclusion author points out that in the modern world information technology may be dangerous, and not only may it be dangerous for individuals but it may pose threat directly to government and society in general, appropriate legal regulation and law-enforcement is required.
Currently, informational-educational environment has become one of the constitutive tendencies in the development of modern education and correlates with IT development in all spheres of human life. The availability of multiple possibilities for using information and communication technologies in education brings about variability in university learning environment design. The authors propose the use of foresight methodology to optimize educational content and structure didactic potential of learning environment. The mechanism of pedagogical design using foresight methodology is based on accommodation of subjective views of stakeholders in the education system, creation of a common vision of the informational and educational environment which involves objective prognostic information and the trends and tendencies in regional education development. The knowledge gained from foresight methodology made it possible to design informational and educational, or learning, environment at the university that is able to ensure the learning process meeting the expectations of all stakeholders as close as it is possible and affect the employment rate of the university graduates.
Modern ecological crisis threatens the sustainability of human civilization. Awareness and education for probable disaster risk reduction give greater urgency to the issue of decreasing industrial failure rates associated with basic manufacturing activities and, consequently, improving the training in this area. The authors have highlighted the features of modern risk based approach in engineering training based on proximity of production entities to anthropogenic factors: allocation of risks and threats in professional and personal situations or tasks; critical analysis of any industrial process and considering its consequences; using professional and personal risk response strategies; risk-based thinking as the core professional activity. The paper considers the mechanism of risk-based thinking as a necessary part of engineering students training on the basis of diversionary analysis, and gives its algorithm adapted to their learning activities. A system of professional tasks and tools to be used in the students' future job has been developed to promote their readiness and willingness to work across trades within the sphere of their technical competency. The paper is intended for researchers, practitioners, managers of enterprises dealing with ecological and economic production activities, as well as for professional training of engineers.
