The object of the research is a special-purpose communication system. The relevance of the research lies in the need for complex management of resources of special-purpose communication systems. The resources of the special-purpose communication system are defined as: spatial, temporal, frequency and hardware resources. Destabilizing factors include: intentional interference; denial-of-service cyber attacks and fire damage to individual elements of the special-purpose communication system. The method of complex management of resources of special-purpose communication systems was improved. The difference between the proposed method and the known ones is that the specified method contains improved procedures: ‒ determination of the impact of destabilizing factors on the special-purpose communication system; ‒ description of special-purpose communication systems of various architectures; ‒ determination of the rational route of information transmission and operation mode of communication devices in the general special-purpose communication system; ‒ consideration of uncertainty about the state of the special-purpose communication system; ‒ determination of the number of necessary forces and means of communication, which must be increased for the full functioning of the special communication system. The improved method provides a gain of 20‒26 % compared to classical approaches to the management of resources of special-purpose communication systems. The improved method can be used at the control points of the communication system of groups of troops (forces) while planning the organization of communication and at the stage of operational management of the communication system.
An approach to constructing mathematical models of individual multicriterial estimation was proposed based on information about the ordering relations established by the expert for a set of alternatives. Structural identification of the estimation model using the additive utility function of alternatives was performed within axiomatics of the multi-attribute utility theory (MAUT). A method of parametric identification of the model based on the ideas of the theory of comparative identification has been developed. To determine the model parameters, it was proposed to use the midpoint method that has resulted in the possibility of obtaining a uniform stable solution of the problem. It was shown that in this case, the problem of parametric identification of the estimation model can be reduced to a standard linear programming problem. The scalar multicriterial estimates of alternatives obtained on the basis of the synthesized mathematical model make it possible to compare them among themselves according to the degree of efficiency and, thus, choose "the best" or rank them. A significant advantage of the proposed approach is the ability to use only non-numerical information about the decisions already made by experts to solve the problem of identifying the model parameters. This enables partial reduction of the degree of expert’s subjective influence on the outcome of decision-making and reduces the cost of the expert estimation process. A method of verification of the estimation model based on the principles of cross-validation has been developed. The results of computer modeling were presented. They confirmed the effectiveness of using the proposed method of parametric model identification to solve problems related to automation of the process of intelligent decision making.
The article reviews and puts to critical analysis a large number of simultaneously existing and competing definitions of the notion 'administration'. It has been shown that the existing definitions in many cases do not meet the requirements of modern science either by content or by formal characteristics. It is mentioned that such a state can threaten the strictness and non-ambiguity of the obtained research results. In this article a generalizing definition of administration process as a mechanism for increasing system efficiency is given by a regular method based on the system approach. It has been shown that this definition is necessary and sufficient, and it has a powerful productive potential in terms of subsequent creation and concordance of the terminology system of the public administration science.

До інтелекту людини має бути додано ще й інтелект агента, який здатен використовувати “старі” і будувати “нові” знання для виконання встановленого завдання в заздалегідь невідомих йому ситуаціях і проблемних галузях, де цей агент застосовується як активний виконавець завдань та є окремим елементом системи інтелектуальної підтримки прийняття рішення на основі технологій штучного інтелекту і мультиагентних систем.
