In this chapter, we introduce early warning systems (EWS) in the context of disaster risk reduction, including the main components of an EWS, the roles of the main actors and the need for robust evaluation. Management of disaster risks requires that the nature and distribution of risk are understood, including the hazards, and the exposure, vulnerability and capacity of communities at risk. A variety of policy options can be used to reduce and manage risks, and we emphasise the contribution of early warnings, presenting an eight-component framework of people-centred early warning systems which highlights the importance of an integrated and all-society approach. We identify the need for decisions to be evidence-based, for performance monitoring and for dealing with errors and false information. We conclude by identifying gaps in current early warning systems, including in the social components of warning systems and in dealing with multi-hazards, and obstacles to progress, including issues in funding, data availability, and stakeholder engagement.
Abstract. Early warning systems have the potential to save lives and improve resilience. However, barriers and challenges remain in disseminating and communicating early warning information to institutional decision-makers, community members and individuals at risk, including unequal access, insufficient understanding, and inability to act on warning information. Research was undertaken to analyse and understand the current flood early warning system in Nepal, considering available data and forecasts, information flows, early warning dissemination, and decision-making for early action. Data were collected from key informant interviews, community-level questionnaires, and a national stakeholder workshop and qualitatively analysed. The availability and utilisation of simple and complex flood forecasts in Nepal, and their integration into dissemination, and decision support tools were reviewed, considering their impact on improving early action to increase the resilience of vulnerable communities to flooding. Results suggest that as Nepal continues to advance in hydro-meteorological forecasting capabilities, efforts are simultaneously needed to ensure these forecasts are more effectively communicated and disseminated.
This study demonstrated the importance of peer appraisal for GP trainers, particularly in the context of locally based valued and trusted trainer groups. It affects their professional practice as educators and deepens their sense of community. This is of particular relevance to current discussions on medical educator appraisal in the context of re-approval and revalidation.
<p>Impact based Forecasting (IbF) represents a shift away from traditional hazard focussed hydrometeorological forecasts and warnings (e.g. wind gusts exceeding 80mph at a location and time), towards those that communicate the risk, as a function of probability of the hazard occurring and its consequence(s) or impact on society. To achieve this shift, there is recognition that the exposure and vulnerability of society to the hazard, need to be considered in addition to hazard forecasts. The methods by which these additional variables are integrated to provide IbF outputs varies, but there has been limited research to understand why this is the case and what implications this has for operational IbF services.</p><p>To understand the variation in perceptions around IbF and the possible consequences these perceptions may have for operational implementation, this work invited practitioners, forecasters and researchers, working within the NERC and FCDO Science for Humanitarian Emergencies and Resilience (SHEAR) Programme, to provide their perspectives on a range of IbF related topics. Semi structured interviews were conducted with individuals that were selected by the project team based on their experience and expertise regarding IbF. A total of 11 interviews were held with stakeholders from the UK, South Africa, Uganda, Kenya, India, and Nepal, with representation from international institutions and NGOs, research institutes and hydrometeorological agencies.&#8239;&#160;</p><p>Our research aimed to answer the following questions: (1) Is there a shared understanding of what IbF is and means across individuals involved in its development? (2) Is there a shared perception of the challenges, barriers and opportunities associated with implementing IbF operationally? In this session, we illustrate areas of consensus and clarity, as well as areas of divergence, and knowledge gaps that could impede effective collaboration and implementation. We review the relevance of our findings for researchers and practitioners and explore how this might inform IbF activities in the future.&#160;</p>
Practice-based small group learning (PBSGL) is an established approach for continuing professional development (CPD) for GPs in Scotland. This paper describes an extension of the PBSGL approach to support the learning and development of educational supervisors from both hospital and general practice, working together in peer-facilitated small groups to address topic-specific, evidence-based educational modules. Four groups met on three occasions each and qualitative data were gathered from interviews with the facilitators and the participants. This was supplemented with observational data of the group process and function. Both GPs and consultants enjoyed the format and were very positive about the experience of working together in this way. Commitment to change educational practice and reported actual changes in practice were evident.
