The article presents the results of the practical implementation of the methodology for assessing the innovative potential of small and medium-sized businesses of the Republic of Kazakhstan. To identify the level of development of innovative activity of SMEs in Kazakhstan the methods of correlation and regression analysis were implemented. The analysis conducted on the basis of available statistical materials disclosures the impact of different factors on the innovative potential of small and medium-sized businesses. According to the author's approach to the evaluation of innovative potential, there are three groups of factors affecting the innovative potentialfactors of general economic development, factors of development of small and medium-sized businesses and factors of development of research activities. The article also analyzes the main indicators of innovation activity of the considered enterprises and institutional features of their development. The results of the research allowed to identify both the advantages and disadvantages of innovative activity of national SMEs.
The purpose of the article is to consider the organization of the information system of the innovative potential of enterprises. The management of innovative potential of the country is a research, development, and use of the innovative potential of each enterprise, which aims to maximize the synergistic effect of their development, meeting the objectives of the state's innovation policy. In the article, the authors have developed an information system for monitoring the level of innovation potential of the country as a system of parameters of a web service necessary for data processing, implementing the methodology for calculating the main indicators of the level of innovation potential at the macro and micro levels in the online mode. In this paper, the authors give practical recommendations for the functioning of this information system for monitoring innovation potential at the country level. The advantage of the information system is the possibility of using the method developed by the authors of the integrated assessment of the level of innovative potential of the enterprise and updating the data obtained. The mechanism of information support for monitoring the innovative potential of enterprises is formed on the basis of the data of the Passport of Innovative Development. The structure of the Passport and its content are designed to form an information base for monitoring the innovation potential in the strategic planning system of the enterprise.
This paper presents economic analysis of the dynamics and current state of the innovation potential of small and medium-sized enterprises of the Republic of Kazakhstan in the following areas and components: the resource component of the innovation potential (production, financial, HR, R&D and technical resources) and the efficiency component of the innovation potential (a number of innovative SMEs and the volume of their innovative products). For this analysis, the authors use the official statistics of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan for the period of 2007 to 2017. The presented approach can be applied for comparative analysis, identifying the causes, factors and trends in the development of innovation potential of other developing economies.
