The lack of employments in the home country has been the main reason why some Indonesian people choose to work abroad as an Indonesian migrant worker or Tenaga Kerja Indonesia (TKI). Unfortunately, most of them are not skilled, in other words, they do not possess adequate skills needed for work. However, they play a significant role in supporting their family economy and in contributing to foreign exchange earnings, although it is not comparable to what the country gives to them. Within the framework of improvement to the issue, Law No. 18 of 2017 on the Protection of Indonesian Migrant Workers has been implemented, which adopted Law No. 39 of 2004 on the Placement and Protection of Indonesian Migrant Workers Abroad. In the new Law, there are five main changes in the pattern of protection, which include decentralization of protection of the Indonesian migrant workers, significant roles of Labor Attache, PJTKI with only two functions (agent transfer and marketing), the Indonesian migrant workers’ insurance by government, and sanctions for violators of the law. Therefore, the spirit of the Law 18/2017 is to protect Indonesian migrant workers and their family in avoidance of humanitarian crimes they have been vulnerable to face from the departure process to the destination country.
The research problem is how the dynamics of cooperation between Indonesia and Malaysia on the placement and protection of labor? The results of the study with qualitative descriptive method is to answer how the dynamics of cooperation between Indonesia and Malaysia on the placement and protection of labor. Usefulness theoretically is enriching contemporary studies in the field of government and international relations. Practical usefulness, can provide useful information for the government as the frontline public services. Bilateral relations between Indonesia and Malaysia regarding labor can not be separated from each destination to fulfill the realization of national interests. The results of the study is the first, migrant workers in Malaysia is a rational economic phenomenon which is based interests of the two countries, the demand for high-Malaysia on migrant workers, Indonesia also benefit the economy as the biggest source of foreign exchange and help the national economy. Secondly, the dynamics of cooperation efforts the placement and the protection of migrant workers in Malaysia from time to time is influenced by 2 states internal constraints that the employment system of each country. Malaysia and Indonesia has not ratified the Migrant Workers Convention. Malaysia did not have laws that specifically deal with the informal sector workers. Malaysia is also opposed to the concept of legally binding and illegal migrant worker protection standards based on human rights. Third, Indonesia bargaining power is weak because of the bad image of workforce management that will work overseas, including the presence of illegal workers, migrant workers without the expertise and understanding of the culture of the recipient country, unclear contract of employment, the existence of extortion against migrant workers in the country.
Tujuan pengabdian ini adalah memberikan pendidikan demokrasi kepada para pelajar dan SMA di Kota Bandar Lampung, karena mereka diharapkan menjadi agen perubahan dalam pelaksanaan demokrasi di Indonesia karena mereka memiliki tingkat literasi politik yang tinggi. Selain diharapkan pendidikan ini maka para pelajar dan mahasiswa ini tidak sekedar paham haknya sebagai warga negara untuk memilih ketika pemilu tetapi juga mengerti maksud dan tujuan pemilu, memahami tentang demokrasi, partisipasi politik dan kebijakan publik. Sehingga yang diharapakan pemilih pemula akan menjadi pemilih yang cerdas dan melek politik.Pengabdian ini dilakukan dalam bentuk penjajagan pengetahuan dan pemahaman peserta seminar dengan menggunakan evaluasi awal melalui pre test. Cara ini digunakan untuk mengetahui tingkat pengetahuan dan pemahaman peserta pendidikan demokrasi tentang pemilu, partisipasi politik, kebijakan publik dan pemilih cerdas. Memberikan materi seminar berupa makalah dan simulasi yang berkaitan dengan pilkada, partisipasi politik, dan kebijakan publik. Evaluasi akhir melalui post test dan diskusi atas masalah-masalah yang belum dipahami berkaitan dengan materi yang disampaikan.Luaran wajib pengabdian kepada masyarakat unggulan yaitu : (a) satu artikel ilmiah yang telah berstatus accepted di jurnal pengabdian kepada masyarakat, (b) satu artikel yang dipresentasikan pada pertemuan ilmiah yang diselenggarakan LPPM, (c) dan membuat videp dokumentasi kegiatan pengabdian.
Regional development can be assessed, one of which is the ability of the region to realize development goals, both goals or targets as mandates from higher levels of government as well as goals or targets in the Regional Medium Term Development Plan (RPJMD) in the area. The purpose of this study is to describe the achievement of sustainable development performance in Central Lampung Regency which consists of 17 objectives. This type of research is descriptive research that uses a qualitative approach and analysis. Primary data was obtained by conducting interviews with informants who were deliberately selected by a snowball. The results of the study show that the achievement of 17 sustainable development goals (SDGs) in Central Lampung Regency in 2017 -2020 is 15.94%. There are 44 indicators in the SDGs that have been achieved in Central Lampung Regency, namely goal 1 TPB indicator achieved 7 indicators, goal 2 achieved 4 indicators, goal 3 achieved 9 indicators, goal 4 achieved 9 indicators, goal 5 achieved 5 indicators, goal 6 achieved 4 indicators, goal 9 achieved 2 indicators, goal 11 achieved 1 indicator, and goal 16 achieved 3 indicators. Meanwhile, goals 7, 8, 10, 12, 13. 14, 15, and 17 have not been achieved.
