The spread of COVID-19 in Indonesia needs the policy to overcome it, especially for the implemented communication. The government communicates that dealing with the spread of COVID-19 is a problem in society. The study is to find out how the public’s response is related to the communication of government policies in preventing COVID-19. The approach of this study is quantitative, with data collection carried out through questionnaires for 400 respondents. The data obtained are analyzed using SPSS 25.0. The study finds that the government conducted communication crises dealing with the overcoming of COVID-19 to protect their policies from the reality that society’s policies were not obeyed. This attitude happens due to the inconsistency of government officers and their conduct towards society. Related to the vaccination of COVID-19, the majority of society in Medan says they agree with the program to prevent the spread of COVID-19.
Based on data released by Empowerment of female heads of household. it is known that one-sixth of households in Indonesia are led by women and 60 percent of these women live in very poor conditions. It is not easy for every individual or family who lives in a state of poverty to be able to meet the basic needs of his family. In this study several concepts and theoretical descriptions are explained which concern the understanding of female heads of household, poverty and basic household expenses. The research method used a qualitative approach with the study of five poor female heads of household who were in Paya Geli Village, Sunggal District, Deli Serdang District, North Sumatra. The data collection techniques using in-depth interviews with data analysis techniques using a qualitative approach to interactive models as proposed by Miles and Huberman which consists of three main things, namely: Data reduction, data presentation, and conclusion / verification. The results of the study show that the livelihood strategies undertaken by female heads of poor households in their basic families needs are by reducing family food consumption, debt to neighbors or relatives and asking for helping from children who have worked. This strategy is carried out because the income generated by the family head or family member has not been fully capable of fulfill basic household expenses
Peraturan walikota Medan nomor 20 tahun 2011 merupakan produk kebijakan publik yang dirancang pemerintah kota Medan untuk melakukan penataan terhadap keberadaan pasar tradisional dan toko modern di kota Medan. Dalam kebijakan tersebut diatur mengenai hal-hal yang bersifat operasional dari pasar tradisonal dan toko modern di wilayah kota Medan, yang meliputi jarak, tata bangunan, pola kemitraan dan lain-lain. Penelitian ini menggunakan pendekatan metode kualitatif. Metode ini digunakan untuk menganalisis implementasi kebijakan penataan pasar tradisional dan toko modern di kota Medan. Penelitian ini akan mengungkap secara deskriptif pola implementasi kebijakan penataan pasar tradisional dan toko modern di kota Medan, sehingga dapat diketahui sejauh mana penggunaan pendekatan administrasi yang digunakan dalam implementasi peraturan walikota Medan nomor 20 tahun 2011. Berdasarkan hasil penelitian yang dilakukan dapat terdeskripsi pola implementasi kebijakan penataan pasar tradisional dan toko modern di kota Medan yang menunjukkan lemahnya penggunaan pendekatan administrasi dalam implementasi kebijakan tersebut, Sehingga dinas perdagangan tidak dapat melakukan tindakan penataan terhadap pasar tradisional dan toko modern di kota Medan.
Pelayanan publik di bidang kesehatan merupakan salah satu fungsi pemerintah dalam menjalankan dan memberikan hak dasar. Hal yang paling penting dalam proses pemenuhan hak dasar rakyat adalah hak untuk memperoleh akses atas pelayanan pemerintah, khususnya dalam bidang kesehatan. Akses terhadap hak-hak dasar rakyat seperti ini harus terakomodasi dalam pembangunan. Tanpa pemenuhan kebutuhan dasar, sulit mengharapkan adanya partisipasi yang berdasarkan pada kemerdekaan dan kesetaraan. Salah satu upaya yang ditempuh pemerintah adalah dalam pembiayaan kesehatan yaitu dengan memantapkan penjaminan kesehatan melalui Permenkes No. 71 tahun 2013 tentang Pelayanan Kesehatan pada Jaminan Kesehatan Nasional. Penelitian ini difokuskan pada implementasi Peraturan Menteri Kesehatan No. 28 tahun 2014 tentang Pedoman Pelaksanaan Program Jaminan Kesehatan Nasional. Selanjutnya, dalam implemetasi kebijakan ini, terdapat beberapa hambatan, seperti; kurangnya kesadaran masyarakat, kesadaran peserta mandiri untuk membayar iuran, dan peserta JKN belum paham sistem rujukan berjenjang dan prosedur pelayanan JKN.
