The article shows that the effectiveness of the system depends on the effective interaction of social and economic components of development, and in the conditions of consolidated interaction of social and economic factors, the development processacquires long-term stability and dynamism. It is proved that ensuring a commensurate complementarity of the social and economic components of national development as an important mechanism for improving the competitiveness of the country should become thetarget of the state development strategy, and the need for the formation of a socially-oriented market economy in Ukraine for the implementation of the planned goals is revealed. The development of a socially oriented market economy in Ukraine will build the necessary system of values, improve the culture of doing business, social and economic efficiency, create a strong system of social protection of the population, form the optimal directions of sustainable development of the country. Achieving the set parameters requires harmonization, ensuring the complementary unity of the social and economic components of the national policy, which implies the formation of additional transmission channels of close interaction between the social and economic subsystemsof society, aimed at the overall results of improving the national competitiveness of the country.In a socially-oriented economy, in addition to achieving macroeconomic goals, the state also has social goals, and its economic activity is aimed at eliminating the imperfection of the market, giving it a social orientation. The participation of the state in a socially oriented market economy is carried out through state regulation, which is aimed at achieving such goals as creating normal conditions for the functioning of the market mechanism, ensuring sustainable growth rates, regulating structural changes in the economy on the basis of priority production of socially important products, ensuring social justice in the distribution of income, social stabilityand social progress, creating a favorable human environment and solving environmental problems.Keywords:market, social economy, social orientation, potential, regulation, factors, competitiveness, policy.
The article is devoted to the actual problem of the subjective potential of a person in overcoming the challenges and contradictions of the modern world. The authors actualize human nature, show its inconsistency, strengths and weaknesses, insufficient degree of its knowledge. Using the socio-psychological potential of a person in solving global problems of mankind means relying on knowledge of human nature, models of his behavior, the totality of his properties and qualities. The 21st century has led not only to the complication of the surrounding world, but also to the complication of the social world of man. The social world becomes a reality for a person - perceived through the reflection of his “I” in other people. Metamorphoses of actual changes in human nature in the process of sociobiological and sociotechnical co-evolution are shown, the quality of sociality itself changes under the influence of network structural social transformations. It is proved that the strategic instability of the modern world is the result of adaptation features, a violation in her accommodation and assimilation, the destruction of the integrity of the individual. A way out of this state is possible only on the path of holistic human development, the increasing significance of its subjective potential.
The variety of modernization processes is considered in the article, and the question of whether it is expedient to choose one or another version of modernization, or the development model bypassing modernization in response to its negative consequences, is raised.
The article states that the modern period was marked by the dominance of the information society and the implementation of the concept of intellectual development. The most developed countries have proved that it is the intellectualization of society that ensures the progress of all sectors of the national economy and increases na-tional competitiveness. The economic essence of the categories "intellectual potential", "intellectual resources", "intellectual capital", as well as the concepts of "information economy", "innovation economy", "knowledge economy" and "intellectual economy" are revealed and their conceptual distinction is given. The polysingle meanings of intellectual capital as a determinant of national competitive advantages in the world economy is determined: as a direct product that is consumed in a ready-made non-materialized form; as a component of a technologically new product, as capital, an investment resource, and as a factor of production. It is shown that new trends in the economy associated with the process of intellectualization have led to the emer-gence of a new intellect-activity culture, which determines the level of intellectual communication, which contains new forms of professional and personal connections, and is associated with the social and intellectual abilities of a person, his technical skills and technical equipment of knowledge. The formation of intellectual resources is considered and their influence on the national socio-economic de-velopment is analyzed. The ways of solving the problems of formation of intellectual economy and creation of the mechanism of realization of intellectual possibilities of Ukraine for the purpose of increase of its competitiveness in the world market are offered. The fact is that Ukraine still retains a certain content of intellectual potential, which, thanks to the right in-vestment and innovation policies, can be transformed into the intellectual capital of the country to create new national competitive advantages, taking into account world requirements and national specifics of the state on the basis of the intellect-forming behavior model.
