Abstract. The purpose of the article is to study the theoretical issues of determining the effectiveness of state higher educational institutions of Ukraine and the development of theoretical and methodological principles, as well as general methodological approaches to its evaluation. To implement it, the authors formed and proposed a supplement to the thesaurus of management of the concept of «key performance indicators» (Key Efficacy Indicators, KEI), which, in the context of the object of study, is proposed to understand a set of numerical indicators of public higher education. nature, which are the central element of the system of evaluation of its activities in terms of its effectiveness and efficiency in order to achieve certain goals of the state institution of higher education. In order to form a stable basis of the evaluation methodology, a classification of key performance indicators was formed according to 16 features, according to which the corresponding groups were identified and their characteristics were given. The outline of the methodology is based on the basic classification features of key performance indicators, in particular by: types (efficiency and effectiveness), degree of importance (major and minor) and areas of coverage (educational, research, financial, contingent, infrastructure, socio-ethical); it provides for the final definition of an integrated key performance indicator through the sum of complex indicators of efficiency and effectiveness or the sum of complex indicators of educational, research, financial, socio-ethical spheres, as well as areas of contingent and infrastructure. The final formation of the methodology for assessing the effectiveness of state institutions of higher education will optimally and deeply assess the activities of these entities, which will contribute to the actual implementation of all management functions in time and space to fulfill their mission, objectives and development goals. Дослідження було побудовано на основі діяльності підприємств, організаційна форма яких представлена наступними видами: товариства з обмеженою відповідальністю, акціонерними товариствами приватного та публічного типу. Зауважимо, що вивченню підлягали також і приватні підприємства та малі приватні підприємства. В статті опрацьовані внутрішні документи досліджуваних підприємств з видобування корисних копалин та розробки кар'єрів, що функціонують на території Житомирської області. В процесі дослідження було здійснено оцінку сучасного стану використання методичних підходів до економічного аналізу господарської діяльності на підприємствах з видобування корисних копалин та розробки кар'єрів за наступними напрямами: види економічного аналізу, пріоритетні об'єкти, управління та інформаційне забезпечення. Здійснено оцінку інформаційного забезпечення економічного аналізу через вивчення облікової політики в частинні суб'єктивного впливу на показники фінансової звітності та робочого плану рахунків в частинні його аналітичних розрізів. Оцінка сучасного стану використання методичних підходів до економічного аналізу господарської діяльності на підприємствах з видобування корисних копалин та розробки кар'єрів здійснювалася за наступними напрямами: види економічного аналізу, пріоритетні об'єкти, управління та інформаційне забезпечення. В цілому проведене дослідження вказує, що система економічного аналізу на підприємствах з видобування корисних копалин та розробки кар'єрів Житомирської області не організована належним чином, а отже усі функції економічного аналізу не реалізуються. Це знижує якість інформаційного забезпечення управління господарською діяльністю підприємств з однією сторони та інформаційну асиметрію та незадоволеність оприлюдненою інформацію з боку зовнішніх зацікавлених сторін з іншої сторони.

In today's world it is difficult to imagine a person who would be deprived of access to information resources, because informatization has penetrated into all spheres of public life, is one of the factors of effective socio-economic, cultural and spiritual development of everyone in the future. Along with development, the information sphere also has a threat, which is a key element in the hybrid war against Ukraine, the real threat of which is not only inciting citizens, but also creating real threats to national security throughout the country. The next decades for all countries of the world will be conditioned by specific tests and development of information and communication technologies. Each country has its own laws, customs, traditions, norms of behavior and ideological values. Therefore, one of the main tasks among people, organizations and throughout the country is the protection of national security and protection of the information space is the basis for ensuring information security. Faster formation of an informatized society, its spread and rooting becomes especially important in solving information security problems. Unlike other spheres of life, information does not exist for the purpose of potential earnings, as the sphere needs significant investments to protect institutions from losses associated with the leakage of information resources. Given all the factors - threats to information security are quite common, due to the fact that criminals find vulnerabilities that can damage information resources. Citizens' mobility is daily, but not all users care about the protection of personal data, their safety and inviolability. Scientists from around the world have studied existing threats, but not everyone has been able to make a clear division of threats and their prevention, which is why the chosen research topic is relevant and needs detailed study and practical solutions. The development and implementation of practical measures to combat information security threats is possible through the constant interaction of all subjects of information interaction with public authorities, as discussed in the article. The purpose of the article is to analyze the current threats to information security of the state in the context of ensuring the national security of Ukraine.

The dynamics of relations in the field of public administration of national security necessitates changes in the field of information security of the state, which is always one step ahead of the development of public awareness, rights and norms of public relations, which significantly reduces the legal balance. Such changes arise as a result of the existence of imperfections in the legal framework, allows public authorities to implement illegal intentions to meet their own interests. In modern conditions, much attention has been paid to ensuring information security of the state, which is important for Ukraine. Its success depends on the effectiveness of developing the components of its conceptual apparatus, ways to preserve information resources, protect the population from the negative effects of information. It is known that the criterion of the main concepts includes a system, understanding of the components of which can reveal the essence of the phenomenon under study at some point. Exacerbations are due to the fact that information is the object of the main manipulation during the hybrid war, which affects the image of the state in the external environment and undermines trust in government in the internal environment, affects all spheres of their public life and reduces socio-economic, intellectual and spiritual development.
