This paper seeks to explore a model of banking service orientation in strategic human resource management and system dynamic perspective, theoretically. As a scientific effort to develop a study of strategic human resource management. So far, the relationship between elements in strategic human resource management perspective as a system is only analyzed linearly. This article is the result of a literature study. An analysis is done narratively, to answer research problems. Research finding in the form of banking service-orientation model in strategic human resource management and system dynamic perspective, that illustrates the interaction between marketing differentiation strategy, commitment-based human resource system, service-oriented role behaviors to achieve banking performance.
Studies related to intellectual capital, particularly in banking sector, are basically focused on the relationship between intellectual capital performance and bank performance. In con¬trast to previous studies, this study analyzes the intellectual capital performance of regional development banks throughout Indonesia to develop performance through management of efficiency and productivity. The population and sample in this study consist of 26 regional development banks in Indonesia for the period 2007–2013. The management of efficiency is measured using the ratio of operating expense to operating income (BOPO), while the management of labor productivity is measured using the ratio of labor expenses to total operating expense and income level. At the theoretical level, this study is expected to fill the gap for the assessment of intellectual capital performance of banking institutions with unique characteristics such as regional development banks. To analyze intellectual capital performance, VAICTM method developed by Pulic (1998, 2000, 2004, 2008) is applied. The findings show that the intellectual capital performance of regional development banks is in the category of common performers. Finally, regional development banks need to focus on the importance of strengthening intangible resources directly affecting banking management in terms of strengthening information technology, positioning, and management competence, as well as organizational culture and working climate.
LOW CARBON DEVELOPMENT STRATEGY FOR LAND USE SECTOR IN CILIWUNG MIDDLE-STREAM WATERSHED. The second (2 nd ) and third (3 rd ) segment of Ciliwung middle-stream watershed land use have changed drastically over the past two decades. This paper analyses the land use change from 1989-2012 and its impact on decreasing carbon stock or increasing CO 2 eq emission, as well as to establish projected Reference Level (RL) to 2020. Best RL projection was used to establish the Low Carbon Development Strategy (LCDS) in both segments. The land use changing from 1989-2012 indicated a reduction of green space area by 2,575.57 ha whereas the non-green space area increased by 2,575.57 ha. These changes decreases the carbon stock by 26,900 ton C and released CO 2 eq emission by about 98,723 ton CO 2 eq. Population growth, demand on land and land constraints were found to be the driving factors of land use changes in this area. Reference Level 2020 was established based on business as usual (BAU) and forward looking (FL) scenarios. The projection showed that FL was the best scenario which estimated carbon storage at 217,610 ton C in 2020. Low carbon development strategy directed to the area of green space added up to 20% carbon storage through the implementation of the strategy based on green space and non-green space which covered the areas from protection, supervision, extension or awareness and law enforcement.Keywords: Carbon stock, Ciliwung watershed, land use, reference level STRATEGI PEMBANGUNAN RENDAH KARBON UNTUK PENGGUNAAN LAHAN DI DAS CILIWUNG BAGIAN TENGAH. Indonesia education decentralization makes teacher management and distribution became regional governments responsibility. Current teacher distribution policy instrument is insufficient to distribute teachers equally. Teacher surplus in urban areas and lack in remote areas. The unequal teacher distribution indicates that the teacher distribution policy implementation does not run as planned. This study aims to understand more deeply how dynamics of the teacher distribution policies implementation in regional level in the education decentralisation sphere. The dynamic of model implementing teacher distribution policies in regional level has budget constraints, information distortion, personal interests and sectoral egos of actors and regional governments. Furthermore, the dynamic model does not fully follow feedback relationship. A relationship from organisational context to policy design is found, whereas no reverse relationship exists. The teacher distribution policy can reach the objectives rapidly by giving attention to the harmony between policy design and improvement in organisational element capacity.
