The aim of this study is to analyze how is the process of implementing the strategy, considering how strategists develop strategic actions in a public High Education Institution. Qualitative methodology was adopted by the case study. The selection of the case was intentional and for convenience (complex organization). The techniques of data collection were interviews, document analysis and direct observation. Data analysis was done through narrative analysis and pattern matching technique. The dynamics of everyday actions and their consequences show how coordinator and directors make the strategy happen characterizing the strategic outcome, achieving the objectives and organizational goals. The results showed the implementation of the strategy through the active participation of practitioners, due to the involvement of several actors who have behaviors, characteristics and different views in the process analyzed.
