, +380502938382 А. Melikhov. The impact of international economic migration on the labor potential of enterprises in the donor country. The relevance of studying the processes of international labor migration in the context of increasing its intensity was substantiated. The classical and modern theoretical approaches to labor migration were analyzed in the framework of both economic and interdisciplinary orientation. The definition of "migration" was clarified on the basis of its dualistic interpretation, both as a process and as a result. Its connection with the development of the structure and quality of labor potential was noted. The factors and motives of international labor migration were systematized on the basis of the theory of pull and push factors. Economic, social, political, demographic, and environmental factors were distinguished. Based on the SWOT analysis methodology, an assessment was made of the migration results for all its actors, both at the macro level (the recipient country to which migrants go, the donor country from which they leave) and at the micro level (directly migrants, enterprises-employers, which potential migrants may quit). This made it possible to determine the positive and negative consequences of migration not only at the present time, but also in the future. Using the theory of rational choice, it was concluded that migrants, as well as the recipient country and the donor country, have a positive effect on migration. The ways of solving the problems of labor potential development that arise in enterprises-employers of the donor country were proposed through activities related to scientific, technical and organizational progress, in particular, the development of labor-saving technologies, personnel marketing methods, the development of employee loyalty programs. The work is devoted to the study of improving the environmental situation in industrial regions with metallurgical production in Ukraine. It was revealed that monitoring and purification of air, water environment and land resources requires immediate development and implementation of greening projects. This requires finding additional financial resources that are lacking in local budget deficits. To improve the quality of formation and use of local budgets, a method of monitoring the revenue side of local budgets is proposed, which consists in processing a set of data imported from monthly revenues and processed using predictive analytics tools. The methodology allows to identify significant and insignificant factors in a timely manner, including the environmental tax in the resulting factor -local budget revenues. With the development of analytical systems and the expansion of their application in the greening of industrial regions, the developed methodology will not lose its relevance. The developed methodology for monitoring the environmental tax and other taxes, fees and charges is aimed at identifying additional (indirect) sources of funding for greening projects in industrial regions, including metallurgical production. The method was tested on the revenues of local budgets of cities with metallurgical production -Zaporizhzhya, Dnipro for the period 2018-2020. The use of the methodology allowed to show that the revenues of the environmental tax are the most insignificant. It is also proposed to use the experience of developed countries in the mechanism of calculating the environmental tax in order to increase its amount.

The necessity of researching new approaches to development of labor potential in the conditions of globalization factors influence is substantiated. The main approaches regarding the entity definition of enterprise labor potential are analyzed and its definition based on systems approach is formulated, where it is proposed to consider it as a system of abilities and capabilities that are carried out by enterprise personnel, which, if used effectively, allow an enterprise not only to achieve operational goals but also to ensure its sustainable future development. Globalization factors that influence on labor market and employment are highlighted and detailed, namely: social-demographic, associated with the natural reproduction of labor; general economic, based on foreign trade liberalization; transnational, considering the foreign capital impact; innovative and technological, including sectoral changes in employment structure; organizational, which is expressed in simultaneous increasing of employment flexibility and instability, developing of such forms of work organization as outsourcing and offshoring; social and communicative, based on the people's propensity to mobility, including labor migration. New trends in the Ukrainian labor market that affect enterprises' labor potential are identified, namely: intensification of labor migration, development of distance and other forms of precarious work, decrease in state regulation of labor market, development of outsourcing as a form of using attracted workers. Migration processes of metallurgical enterprises' workers are analyzed, their negative impact on the labor potential is assessed, and measures to preserve the personnel potential of metallurgical enterprises are proposed. The work is devoted to the study of the use of business models of financial outsourcing in the institutional support of sustainable development. It is shown that a significant role in the sustainable development of the economy and environmental management can belong to clients of financial outsourcing services - small and medium-sized businesses (SMEs). The paper proposes to include an outsourcing company of financial outsourcing services in the infrastructure for supporting sustainable economic development of united territorial communities (UTC), which will increase the volume of revenues to the local budget and provide additional financing for SMEs, incl. whose activities are aimed at improving the environmental situation. A methodology for monitoring the revenue side of local budgets has been developed by processing monthly data “Openbudget” and “Opendata” by methods of predictive analytics. The proposed methodology has been tested on the example of the budget of Mariupol (Ukraine), as a city with a poor environmental situation, in which monitoring of the local budget will reveal additional sources of financing for the activities of SMEs - clients of financial outsourcing services aimed at improving the environment, as well as ensuring sustainable development of the economy of the territories and the country.
