The roles of basic intercommunal and supracommunal structures : Who does what ? The example of the Vercors Regional Natural Park.
In France, the proliferation of supracommunal and intercommunal structures has resulted in heightened competition between different public institutions. A good example of this can be seen in the regional natural parks which are finding it increasingly difficult to co-ordinate the roles of the supracommunal structures which they require and the basic intercommunal structures of the regions in which they are located. An analysis of the difficulties of the Vercors Natural Park shows how problems of co-ordination have been detrimental to the park. The place occupied by intercomunal structures since the decentralisation makes it necessary to redefine the role of the natural park in local politics. A policy for co-ordination is now being developed involving more subsidised public action.
Where do moral issues corne from? Rhetorical use of innovations by intensive care pediatricians
Intensive care pediatricians must routinely make decisions about ending or continuing intensive care procedures on patients — difficult decisions that raise moral issues. Although there is little discussion of such moral dilemmas in their daily interactions in the hospital, pediatricians point them out clearly in their publications. They even trace such decisions to their presumed origins through accounts connecting the emergence of moral issues with biomedical innovations. But the moral role attributed to biomedical innovations is not self-evident. This paper examines the different ways in which the moral dimensions of innovations are utilized by intensive care pediatricians when they write. It illuminates how, when challenged by other hospital staff or by larger scale debates, especially those pertaining to bioethics, they use such discourses to legitimize their practice.
À partir d’une enquête longitudinale qualitative, cet article porte sur la manière dont les normes et pratiques éducatives de parents diplômés de l’enseignement supérieur sont mises à l’épreuve avec la naissance de leur deuxième enfant. En se centrant plus particulièrement sur la norme de singularisation des enfants et sur celle de traitement égalitaire, nous montrons comment, concrètement, les parents accueillent leur cadet·te, lui réservent une place dans sa famille et sont conduits à « en rabattre » sur la réalisation pratique de leurs ambitions éducatives. Exigeante en termes d’implication parentale et de disponibilité, la mise en œuvre de ces normes repose fortement sur la mobilisation des mères, et contribue à renforcer l’inégale répartition du travail parental et domestique dans le couple à l’arrivée du deuxième enfant. À son tour, cette inégalité croissante rend plus difficile la concrétisation de ces normes éducatives.
