As an archipelagic country, Indonesia needs ferry transportation to connect and support the economic activities between areas bounded by the sea. The famous crossing route is the Merak–Bakauheni one, which connects the Java and Sumatra economic corridors. Many ships operate on this route, but limited port facilities significantly affect the efficiencies of the services provided, hence, they have to be moved. Therefore, this research analyzed the suitability of ships to operate on the eastern crossing. The analysis method used the financial aspect (revenue) feasibility, the suitability of the port infrastructure, and the oceanographic conditions. The financial analysis used the ships’ operating cost method to determine the crossing passage rates based on their specifications. It simulated the ships with various load factors to identify potential gains or losses. Furthermore, the infrastructure suitability analysis used the under keel clearance and comparative methods to compare the suitability of the ship dimensions and tonnage with the port infrastructure capacity. The oceanographic analysis used the Weibull method to simulate the redefinition of the distribution of significant wave heights, which was compared with the ratio of the ship dimensions and wave slope to determine its heel angle using the IMO Weather Criterion method (IS Code 2008). The results showed that the relocation of ships from the Merak–Bakauheni route directly to Eastern Indonesia through the existing crossing routes is feasible from the aspect of shipping safety, but it is not feasible financially or in terms of infrastructure. The Benoa–Labuan Bajo route is a potential new route recommendation, with regulatory support for the operation of ships in the form of tariffs and operational costs, and it permits the use of subsidized fuel. On the other hand, ship owners must consider modifying the ramp door to suit the port wharf structure.
Transportasi merupakan salah satu sektor lapangan usaha yang menjadi faktor pendukung kelancaran perekonomian Provinsi Lampung. Kajian ini bermaksud untuk mengetahui seberapa besar kontribusi transportasi terhadap kemajuan perekonomian Provinsi Lampung. Data yang dibutuhkan dalam kajian ini yaitu PDRB (Produk Domestik Regional Bruto) di sektor transportasi dan komunikasi; dan PDRB Propinsi Lampung. Alat analisis yang digunakan untuk mengetahui hubungan antara sektor transportasidan perekonomian Propinsi Lampung yaitu regresi linier.Berdasarkan PDRB Atas Dasar Harga Konstan Menurut Lapangan Usaha, sektor pengangkutan dan komunikasi mengalami pertumbuhan tertinggi hingga mencapai 13,63%.Sedangkan kontribusi sektor pengangkutan dan komunikasi terhadap PDRBsebesar 8,27%. Angkutan jalan merupakan angkutan dominan yang memiliki persentase sebesar 63,96% dari total PDRB di sektor pengangkutan. Berdasarkan hasil pengolahan data dengan menggunakan PDRB Atas Dasar Harga Konstan, disimpulkan adanya hubungan yang kuat antara sektor transportasi dan perekonomian Propinsi Lampung. Setiap adanya kenaikan Rp 1 di sektor transportasi, maka akan meningkatkan perekonomian Propinsi Lampung sampai dengan 13,09 kali. Selama tiga tahun terakhir struktur lapangan usaha masih didominasi oleh tiga sektor utama yaitu sektor pertanian, sektor perdagangan, hotel dan restoran dan sektor industri pengolahan. Keseluruhan sektor tersebut sangat bergantung kepada transportasi. Ketersediaan transportasi yang baik dapat meningkatkan kemajuan ekonomi di sembilan sektor lapangan usaha.
Focus of palm oil distribution is not only based on the amount of capacity but also the the total cost of distribution to transportation outlets. By using liniear programming, this. study tried to find the most efficient pattern of CPO distribution to several outlets in Jambi province. By using North West Corner and Least Cost methods, the minimum total distribution cost of CPO to Talang Duku and Muara Sabak ports is around Rp 297.863.755,00. The distribution of CPO to port of Muara Sabak only came from Tanjung Jabung Barat, around 1.075 tonnes. Distribution of CPO to Port of Talang Duku came from Batanghari (1.050 tonnes), Muara jambi (2.870 tonnes), Bungo (700 tonnes), Tebo (735 tonnes), Merangin (2.100 tonnes), Sarolangun (420 tonnes), and Tanjung Jabung Barat (1.025 tonnes). Government should develop facilities in Port of Muara Sabak in order to facilitate the distribution of CPO in Jambi Province.Key words: distribution, outlet and crude palm oil. Fokus perhatian dari pendistribusian minyak kelapa sawit tidak hanya bertumpu pada besaran kapasitas alat angkutnya saja melainkan juga biaya transportasi menuju outlet transportasi. Dengan menggunakan linear programming, kajian ini mencoba untuk menemukan pola distribusi CPO paling efisiensi menuju beberapa outlet di Provinsi Jambi. Melalui metode North West Corner dan Least Cost, jumlah biaya distribusi CPO menuju Pelabuhan Talang Duku dan Muara Sabak berkisar Rp 297.863.755,00. Distribusi CPO ke Pelabuhan Muara Sabak hanya berasal dari Tanjung Jabung Barat yaitu sekitar 1.075 ton. Distribusi CPO menuju Pelabuhan Talang Duku berasal dari Batanghari (1.050 ton), Muara Jambi (2.870 ton), Bungo (700 ton), Tebo (735 ton), Merangin (2.100 ton), Sarolangun (420 ton), dan Tanjung Jabung Barat (1.025 ton). The increasing throughput significantly in the Port of Tg. Priok should be well-balanced by terminal's efforts to improve facility, management, systems and information technology. Otherwise, it will bring a negative impact to the container handling performance which will influence the users' satisfaction value. Therefore, since 1 September 2009, PT. JICT has applied the Next Generation Tenninal Management System (nGen) in container handling process. The purpose of this study is to evaluate the effectiveness of the implementation of nGen in supporting the container handling process. The method used is a paired t test, to evaluate the container handling performance between pre-implementation and post implementation of nGen in PT. JICT. The advantages of nGen could bring a positive impact to the effectiveness of container handling. It doesn't only come to JICT's operator but also the users, such as Shipping Line, Freight Fonuarding, and EMKL. Tiw availability of real time data effectively improves the effectiveness of receiving and delivery process. Based on data analysis, there's a significant correlation (55,9%) for crane's average performances between pre-implementation and post implementation of nGen. 44J % is influenced by other factors such as : operator's competency, equipment's condition, ship's and yard's condition. The implementation of nGen could improve the crane's perfonnance around 0)41 to 2,059 moves. Meanwhile, there's no correlation for YOR average between pre-implementation and post implementation of nGen.Keywords : nGen, perfonnance, container terminal
Rencana pembangunan Pelabuhan Mesuji di Kabupaten Mesuji, Provinsi Lampung bertujuan untuk mendukung kelancaran distribusi barang dari Pulau Sumatera menuju Jakarta melalui Pelabuhan Sunda Kelapa, atau sebaliknya. Dengan keberadaan Pelabuhan Mesuji, waktu tempuh Kabupaten Mesuji – Jakarta hanya 5 jam, lebih cepat 10 jam dibandingkan dengan moda transportasi darat melalui Pelabuhan Bakauheni. Pelabuhan Mesuji diusulkan untuk masuk ke dalam trayek tol laut. Untuk menjadikan Pelabuhan Mesuji layak disinggahi kapal tol laut, perlu dilakukan analisis kelayakan yang meliputi analisis prediksi demand, analisis prediksi supply, analisis kinerja pelayanan transportasi saat ini dan analisis kebutuhan fasilitas pelabuhan di masa mendatang. Berdasarkan hasil pengolahan data, potensi bongkar dan muat di Pelabuhan Mesuji diperkirakan dapat mencapai 37.428 ton pada tahun 2017 dan sekitar 76.466 ton pada tahun 2028. Ukuran kapal maksimal yang dapat dilayani Pelabuhan Mesuji yaitu berat kotor 1,000 DWT dan panjang kapal 58 meter. Berdasarkan hasil pengolahan data, Pelabuhan Mesuji lebih tepat dimasukkan ke dalam trayek kapal perintis daripada trayek tol laut.
