Purpose of the study: This paper aims to analyze how the Lazismu of Muhammadyah regional leadership (PDM) of Surabaya City collect to manage and distribute Islamic philanthropic funds (zakat, infaq, shodaqoh, and waqaf) to empower micro-business through the Entrepreneurial Capital Assistance program (BMW). Methodology: This research uses the qualitative approach with case study research design. Results: The results show that the distribution of Islamic philanthropic funds (ZISWAF) in the BMW program greatly empowers the people's economy. Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: LAZISMU Surabaya (Muhammadiyah institution of collecting zakat) is part of an institution of collecting zakat under peoples’ organization

They can drive their state Islamic system throught equality distribution of wealth policy. Both of them have a similar power to change their not good economic system to excelent. Agricultural policy by Ghazan Khan and The price control system by Sultan Alauddin Khan. Therefore, they drive the welfare society. Indonesia, is agrarian country and economics condition still haven't stable yet, especially it shows from some crisis tragedies both food and economy in Indonesian history. Therefore, this literature study to be effort to give a problem solving for indonesian economics condition based historical perspective from the best leader from Mongol generation. Its according with Indonesians wisdom and be urgent agenda to reformula, because food distribution sector and political will of government is important factor in food political of a state.
Islamic social finance, one of which waqf should have a position and role that can synergize to contribute economically, considering Indonesia has the largest Muslim population in the world. The issue that the potential waqf assets of 2000 trillion with about 51,155.57 ha of waqf land that exists today has not been a productive asset that serves as a source of income in developing the people's economy. While the potential of cash waqf that reaches Rp 180 trillion (BWI) but collected around 391 billion. Therefore, needs the innovation of social finance-based investment scheme with the support of professionalization in its management (in this case nadzir board), one of which is LKS-PWU, especially Sharia Banking. Through State Sukuk instruments in the form of CWLS retail SWR001 products, the government and BWI involve Sharia Banking as Nazhir partners and distribution partners. This study aims to explain the role of sharia banking as nazhir partners in the management of Cash Waqf Linked Sukuk (CWLS) retail SWR001 investment products in the perspective of the basic principles of waqf. This research was conducted by qualitative research method, Library Research approach. Validity of data with source triangulation. The data analysis technique in this study is to use discourse analysis. The results showed that Policy, management and technical processes conducted by Sharia Banking in the management of CWLS Retail SWR001 both in terms of nazhir criteria, the process of collecting and distributing waqf funds is compatibility with the provisions of the Basic Principles of Waqf (PPW) at points 13, 15 and 17 in order to realize good governance for nazhir(Good Nazhir Governance). In February 2021, Bank Syariah Indonesia or abbreviated as BSI officially operates, BSI is a merger of Bank Syariah Mandiri, Bank BNI Syariah, and Bank BRI Syariah. BSI changed the constellation of Islamic banking in Indonesia, which formed a new pillar of strength for the Islamic economy in Indonesia. In carrying out the social functions of BSI, especially in the realm of zakat, it certainly cannot run alone. This means that it requires both internal and external BSI institutions in managing zakat funds and other Islamic social funds. Zakat management organizations (OPZ) that are partnered include the National Amil Zakat Agency (BAZNAS) as a form of support in encouraging community participation to increase ZIS and to ensure proper distribution of targets to those who really need it. ) and the National Amil Zakat Agency (BAZNAS) collaborated in which this step was taken as a form of enthusiasm from BSI and BAZNAS in an effort to strengthen and distribute the zakat ecosystem and the Love Zakat Movement. This study aims to analyze the synergy between BSI and BAZNAS in managing ZIS funds and implementing the synergy program to improve community welfare. This research was conducted using qualitative research methods, literature study approach (Library Research). The validity of the data using source triangulation, and data analysis techniques using descriptive analysis. The results show that BSI and BAZNAS in their synergy activities have an analysis of strengths and opportunities, and the implementation of synergies carried out by BSI and BAZNAS in supporting the strengthening of ZIS for the welfare of the community and as support for the charity love movement, namely the policy of merging BAZNAS accounts to BSI, ZIS payment features in the BSI Mobile Banking Application, and the BSI company's zakat payments submitted to BAZNAS.
