Abstrak: Penelitian ini memiliki tujuan untuk mengetahui strategi pelaksanaan pembelajaran efektif yang diterapkan di Sekolah Dasar pada masa pandemi COVID–19. Penelitian ini merupakan penelitian dengan pendekatan kualitatif. Informan dalam penelitian ini adalah 3 orang guru SD yang memenuhi kriteria untuk menjadi informan. Adapun teknik Pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Analisis data menggunakan teknik analisis kuliatitaf dengan model interaktif yang meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian menunjukkan bahwa strategi pembelajaran efektif di tengah situasi pandemi COVID–19 meliputi: (1) dilakukan secara luring (luar jaringan) di salah satu rumah siswa dengan cara membuat 2 kelompok dalam 1 kelas untuk melaksanakan pembelajaran luring tersebut; dan (2) dilakukan dengan sistem PTMT (Pembelajaran tatap muka terbatas) dengan tetap menerapkan protokol kesehatan.Abstract. This study aims to determine the effective learning implementation strategy implemented at the 90 Mattumpu State Elementary School during the COVID-19 pandemic. This research is a research with a qualitative approach. The informants in this study were 3 elementary school teachers who met the criteria to become informants. The data collection techniques used are interviews, observation, and documentation. The investigation/analysis of the data used qualitative analysis techniques with interactive models which included data reduction, data presentation and conclusion drawing. The results of the study indicate that effective learning strategies in the midst of the COVID-19 pandemic situation at SD Negeri 90 Mattumpu include: (1) carried out offline (outside the network) in one of the students' homes by making 2 groups in 1 class to carry out offline learning ; and (2) carried out with the PTMT system (limited face-to-face learning) while still implementing health protocols.
