The library as an institution that has a function to support research within the academy needs to be more creative to create opportunities in service and collection development policies. The purpose of this writing is to describe various aspects of the possibility of developing bibliometrics services in university libraries to streamline the development of collections. The results of data collectors using literature study, found various aspects of benefits for acquisition and selecting collections by developing bibliometrics based on citation analysis. Other aspects that need to be considered in the development of collections are the relevance of collections, reliability, form and format, objectivity, and review
Information technology can be used to support activities in various sectors without exception in the field of education. The teaching and learning process in schools is strongly supported by the availability of facilities. Facilities support students in achieving learning objectives. One of the most important facilities to support learning activities in schools is the library. In its management, library functions can be achieved optimally if there is a system to simplify activities in the library. A good library management management system can certainly improve services in school libraries. One form of information technology application for libraries is library automation. The solution to the problem in the form of library automation is expected to be able to assist librarian in carrying out library management. Kesuksesan Perpustakaan Universitas Negeri Lampung dalam mengimplementasikan Sistem Informasi tidak dapat dilepaskan oleh kepemimpinan yang memiliki serangkaian tindakan yang tertata sehingga dapat terlaksana. Hal ini menjadi menarik untuk mengetahui tindakan strategis yang dilakukan oleh kepala Perpustakaan Universitas Negeri Lampung sebelum mengimplentasi sistem informasi tersebut. Metode yang digunakan yaitu kualitatif dengan pendekatan studi kasus dengan pengumpulan data melalui wawancara, dokumentasi, dokumentasi, rekaman arsip, wawancara, pengamatan langsung, pengamatan partisipan, dan artefak fisik dengan bantukan komunikasi whatshapp, email dan telepon. Hasil temuan menunjukan bahwa tindakan stategis pengembangan bermula dari sebuah ide dan gagasan dari kepala perpustakaan yang kemudian menyusun rancangan secara tertulis sampai kepada menentukan sistem informasi yang tepat untuk digunakan. Tindakan Kepala Perpustakaan Universitas Negeri Lampung dalam menerapkan sistem informasi mengunakan berbagai metode mulai dari Technology Readiness Index (TRI) dan System Development Life Cycle (SDLC) dengan model prototyping.
