The impact of the Covid19 pandemic on education is forcing lectures to be carried out online. The purpose of this article is to explain the problems and challenges of online lectures in Indonesia at the beginning of the Covid19 pandemic. Sources of data in this study were Undergraduate students of Andalas University in the Pragmatic class. Data obtained through observation and interviews. The analysis was carried out in a qualitative manner. Based on the research, it was concluded that the problems faced by students in taking online lectures were problems with the internet, electricity, online devices, environment, personal problems, and unattractive learning. These problems are challenges for lecturers and the government. For lecturers, lecturers must improve their ability to use online learning applications. The challenge for the Indonesian government is to even out development that supports online lectures, such as electricity supply that reaches all corners of the country, internet networks that are available in all corners of the country at the same speed anywhere, the government needs to make a policy regarding subsidizing online learning tools such as smartphones, laptops, or computers for the middle to lower economic community. Thus, online lectures will be able to run smoothly while improving the student mindset regarding the right course.
The research article aims to explain the existence and strategic role of micro, small and medium Enterprise (MSMEs) in the economy in a region, the creation of a robust industrial system, and the backbone of a strong economy. This study uses a type of descriptive research with qualitative methods, which describes how government policies in this case the growth of the business climate implemented in silk weaving craftsmen in Wajo District. Data collection technique are observation and interview. The results show that the role of the Wajo Regency government in this case the office of cooperatives and MSMEs is to provide direction and targets to realize micro, small and medium enterprises for the silk weaving industry and other businesses. In this case the role of the government is very necessary in fostering micro enterprises so that they can be formulated in accordance with environmental conditions in increasing the income of small business managers in Wajo Regency.
Budget has important role in the effort of increasing the performance and effects the government to effectively, efficiently, and professionally run the government system. This research aims to analyze and explain the performance of Regional Budget Agency in implementing performance-based budgeting in Maros District. The research design for this research uses qualitative method. The research result shows implementation of performance-based budgeting in Regional Budget Agency in Maros District has referred on government regulation of minister of home affairs 9, No. 21 of 2011 about guidance of regional budget management with using budget performance indicator among the input, output, outcome, and impact from every program. The finding of this research also explains that Regional Budget Agency of Maros District in implementing performance-based budgeting has not used expense standard analysis (ASB), it is a system which focuses on evaluating the appropriateness of active program and activity, this research finds that program and activity which is run on the sub division on Regional Budget Agency are still difficult in looking appropriateness of workloads and cost on an event and indicating of subjective budget determination, because there is no expense standard which eases in deciding budget organizing with measured calculation formula. In addition, this research also founds the measurement method which is used by Regional Budget Agency in deciding the activities of performance-based budgeting in Maros District Government is only based on performance report (LAKIP) as a tool that has function to measure the performance with showing the presentation of program achievements and active programs.
One of the ways that the job seekers find their livelihood in big cities is by trading in the informal sector that is termed with a street vendor. Street vendors are trading by holding their merchandise with benches/tables, mats, and other supporting tools. The presence of street vendors in the city of Makassar is often found to cause many problems related to disturbances of the public order and security. The shabby impression, wild, and reducing the beauty of the city, seems to be an image that attached to this micro business where the street vendors often trading on the sidewalks, city parks and sometimes on the road. The purpose of this study is to know the implementation of micro business empowerment policy in Makassar City. This research was conducted in Makassar City by using a qualitative approach with a purposive technique according to the needs of the study. The result of this study found that the analysis of the implementation of the policy using the Edwards III model has not been able to solve the problems that occur.
