Peraturan daerah merupakan instrumen penyelenggaraan pemerintahan daerah yang dibentuk oleh Dewan Perwakilan Rakyat Daerah (DPRD) dan pemerintah daerah. Oleh sebab itu pembentukannya harus memenuhi standar legal drafting yang dimulai dari tahap perencanaan. Perencanaan mengatur mekanisme penyusunan program pembentukan peraturan daerah (Propemperda) oleh DPRD dan pemerintah daerah dan ditetapkan dalam keputusan DPRD. Permasalahan penelitian ini adalah faktor apa yang mempengaruhi penyusunan Propemperda serta apa urgensi Pembentukan Peraturan daerah. Penelitian empiris ini menggunakan data primer dan data sekunder. Analisa dilakukan secara kualitatif dan hasilnya bersifat deskriptif analitik. Hasil penelitian menunjukkan bahwa faktor anggaran, waktu, masyarakat, dan drafter, sangat berpengaruh dalam penyusunan Propemperda, serta pembentukan peraturan daerah di Kabupaten Sigi belum efektif dan efisien karena belum adanya regulasi di daerah yang mengatur secara detail mekanisme penyusunan Propemperda. Olehnya, seluruh responden dan stake holders menyarankan pembentukan Peraturan daerah sebagai instrumen perencanaan Propemperda yang disusun secara terencana, terpadu, dan sistematis.

The Government of Indonesia is committed to advancing social and political rights through various means, by protecting, respecting and fulfilling the civil and political rights of every citizen. Likewise with the Convention on the Elimination of All Forms of Discrimination Against Women which has been ratified. These two aspects are interesting things to study, including: how are the laws related to these matters made and how are these laws complied with?—remembering that Indonesia is a large country consisting of many islands and different customs—Discrimination against women often occurs between married couples in marriage. This study aims to determine the responsibilities of husband and wife in marriage from the perspective of human rights and Kulawi customary law. The results of the study illustrate that the responsibilities of husband and wife in marriage in the perspective of Kulawi customary law are in line with the International Covenant on Civil and Political Rights and the International Convention on Elimination of All Forms of Discrimination Against Woman. Establishment of Regional Owned Enterprises (BUMD) An effort to reduce the dependence of local governments on balancing funds from the central government. This Regionally Owned Enterprise is mostly or wholly owned by regions of wealthy regions. This BUMD is a government instrument that has a role to develop the regional and even national economy. The existence of BUMD in successful regional economic activities is a new thing, but has been going on for a long time. The obligation to establish BUMD is to carry out regional development through services to the community, implementing public benefits and increasing the level of local government. The purpose of this study is to determine the legal description of BUMD in taking legal actions and what factors are obstacles for BUMD to achieve their orders. The research method used is normative juridical research method.

The purpose of the establishment of the Republic of Indonesia is to protect and realize the welfare of citizens. Therefore, the main responsibility of the government is to provide protection and guarantee to every citizen to get a job and a decent living for humanity. Limitations of domestic employment, as well as the public's desire to work overseas, should be responded positively by the government, by formulating regulations both at the central and regional levels. This study will examine the roles and responsibilities of local governments as an effort the law protection against Indonesian Migrant Worker working abroad.This research is a normative legal research with approach of legislation and concept approach and analyzed qualitatively to give perspective on legal issue to the object of this research study. The results show that the responsibility of local government, especially in the pre-placement, post-placement, and empowerment phase of placement of migrant workers, while the placement of migrant workers is the responsibility of the central government. Implementation of local government responsibilities should be supported by regulations established by local governments.

Consumer protection is an effort to guarantee legal certainty to protect consumer rights. Consumer protection is a government responsibility delegated to the Consumer Dispute Settlement Body. This responsibility is carried out through preventive and repressive efforts. The problem in this research is what is the role of Consumer Dispute Settlement Body in implementing consumer law protection in Central Sulawesi Province. Type of normative-empirical research with a mixed method approach. The analysis was carried out qualitatively-quantitatively, and the results are descriptive-analytic. The research results show that Consumer Dispute Settlement Body's role in consumer legal protection is not maximized because it is influenced by structural, substance, and societal, cultural factors.
