Community empowerment is the implementation of village government that realizes the community's active role to be responsible for the development of shared life. This phenomenon sometimes illustrates that planning does not involve community stakeholders in formulating development policies. Planning errors carried out in the field often cannot be implemented; this happens because the paradigm of thinking of the bureaucratic apparatus is attached to various forms of interests that cannot be separated. One form of reference that can be put forward here is the mechanism for deliberation on development planning. Musrenbangdes is a mechanism in determining development policies and programs that must involve stakeholders. Sometimes it does not describe the form of a forum that can accommodate all the community's aspirations. Communities that exist as stakeholders are often ignored so that the screening of community aspirations does not work well. For example, local organizations such as the SOA adat group, hamlet, RT, and community units are rarely involved in the Musrenbang mechanism at the local level. The problem is that the society that forms the dynamics of this interest is a collection of individuals who tend to be adaptive, who maintain socio-cultural values.
This research was conducted to find out the causes of administrative conflicts in Waesala State, Huamual Rear District, West Seram Regency. The administrative area conflict is caused by the fact that the State of Waesala has not recognized the administrative area of Allang Asaude Village, which has been dividing since 20 years ago. The research method used is the method of observation, interviews and documentation. The research findings are (1). So far, the State of Waesala has not recognized the expansion of the village of Allang Asaude, which was formerly part of the government of the State of Waesala. (2). The division of Allang Assaude Village in 1999 did not yet have a Central Maluku Regional Regulation (Perda) as a legal norm for recognizing administrative villages. Abstrak: Penelitian ini dilakukan untuk dapat mengetahui penyebab konflik wilayah administrasi di Negeri Waesala Kecamatan Huamual Belakang Kabupaten Seram Bagian Barat. Konflik wilayah administrasi disebabkan karena Negeri Waesala belum mengakui wilayah administrasi Desa Allang Asaude yang telah melakukan pemekaran sejak 20 Tahun yang lalu. Metode penelitian yang di pakai yaitu metode observasi, interview dan dokumentasi. Adapun temuan penelitian adalah (1). Negeri Waesala sampai saat belum mengakui pemerkaran desa Allang Asaude yang dulunya merupakan bagian dari petuanang Negeri Waesala. (2). Pemekaran Desa Allang Assaude pada tahun 1999 belum ada Peraturan Daerah (Perda) Maluku Tengah yang sebagai norma hokum pengakuan desa administrasi.
Penataan tempat pemakaman umum (TPU) menjadi persoalan minimnya lahan di Kota Ambon di Kecamatan Sirimau. Persoalan penyedian lahan perkuburan masyarakat yang memiliki daya tampung semakin sempit dan kecil. Kebun Cengkeh mempunyai luas lahan sekitar 5 hektar di bagi menjadi 2 kuburan yaitu 2,5 hektar perkuburan Islam dan 2,5 hektar lagi perkuburan Kristen. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan melakukan wawancara mendalam untuk mengetahui penyedian lahan pemakaman masyarakat. Temuan penelitian dilapangan adalah sebagai berikut (1). lahan tempat pemakaman umum tidak tertata rapi, terlihat semrawut dan sudah tidak layak lagi digunakan sebagai tempat pemakaman umum. (2). Tata wilayah di tempat pemakaman umum yang berada di Kecamatan Sirimau tidak sesuai dengan aturan yang ada (3). Terjadinya tumpang tindih pemakaman dalam satu tempat.
