This study aims to: 1) Explain the types and characteristics of fisherman conflicts in the business utilization of fishery resources in the village of Borgo coastal area Tombariri District Minahasa regency; 2) Identify the parties to the conflict and explain its role in conflict resolution efforts at Borgo Village in the coastal area of Tombariri District of Minahasa Regency; 3) Tracing the causes of fisherman conflict in the management of fishery resources in the village of Borgo coastal area Tombariri District Minahasa regency; And 4) Explain the handling and settlement of social and legal conflicts in the Borgo Village in the coastal area of Tombariri Sub-district of Minahasa District. The method used in this research, descriptive-qualitative research methods and data analysis used include descriptive qualitative and descriptive quantitative analysis. There are also results of this study as follows: 1. The types of conflicts that exist in the village of Borgo Tombariri District Minahasa regency there are 3 namely: a). Class Conflict, b) . Orientation Conflict, c). Agrarian Conflicts 2. Parties to the settlement of the conflict in the village of Borgo coastal area Tombariri District Minahasa District is the fisherman itself, Head of RT, Village Head, the authorities, the government and also the role of chairman of the fishermen, and religious leaders are very important in helping Government to resolve conflicts between nelayani, 3. Sources Conflicts between fishermen in the Village Borgo Tombariri District Minahasa regency, among others: a). Scarce resources, b). The existence of structural imbalances, c). Inaccurate information, d). Competitive objectives, e). Poor interfaith relationships 4. Conflicts between traditional fishermen and modern fishermen inBorgo Village can be resolved through efforts: (1) Pajeko ships are prohibited from fishing in traditional fishermen waters. (2) Establishment of a clear fishing lane. (3) The stance of the Borgo Provincial and Borgo Provinces against all kinds of violations; (4) Business partnership between traditional fishermen and modern fishermen.
