A inda que se tenha avançado na análise do papel das relações sociais sobre a ação econômica, a atenção que lhe é conferida no processo inovativo ainda se mostra pequena no contexto brasileiro. Desta perspectiva, cabe analisar o processo inovativo como socialmente imerso, de onde se torna pertinente investigar como as relações sociais entre atores privados e públicos interferem na geração de inovação, tomando-se o caso da carcinicultura potiguar. Utilizando-se da análise de redes sociais, considera-se o indicador estrutural de posição na rede, cuja matriz de relações entre atores permite visualizar o caráter evolucionário da estrutura da rede e suas implicações sobre o processo inovativo. A partir de entrevistas semiestruturadas, interpretadas pela análise de conteúdo, descreve-se o fenômeno em uma abordagem longitudinal e indutiva, cuja compreensão ao longo da trajetória tecnológica revelou mais limites que oportunidades à geração de inovação, destacando--se a problemática do compartilhamento de informações na rede. AbstractA lthough progress has been made on the analyses of the role of social relations on economic action, little attention has been given to the innovative process as socially embedded in the Brazilian context. From this perspective, we need to analyze it as socially embedded, investigating how social relations between private and public actors interfere in the generation of innovation. For doing this we take the case of carciniculture in RN. Using the Social Network Analysis, we consider the structural indicator of network position, whose matrix of relationships between actors allows to visualize the evolutionary nature of the network structure and its implications on the innovative process. Based on semi-structured interviews, interpreted by content analysis, we describe the phenomenon in a longitudinal and inductive approach, whose cross-sectional analysis along the technological trajectory revealed more limits than opportunities for the generation of innovation, highlighting the problem of sharing information on the network.
Brazilian society has been facing, since the year of 2015, a large outbreak of so-called arboviruses caused by Aedes aegypti. Since then, numerous studies have sought alternatives for actions in the areas of public health, education and other social determinants of the problem. This research is focused on the analysis of regional governance in networks of actors for the confrontation of arboviruses, focusing on the sixth regional health management of Paraíba´s state. The organization of the different actors involved in the problem is fundamental for the reduction of the effects of the triple epidemic, using governance mechanisms. Based on documentary analysis and interviews with different actors of the network, it was possible to describe the governance mechanisms adopted and the problems for the expansion of the organization and cooperative action to confront the arboviruses. With this study we could conclude that important strategies have been developed in the municipalities, however the work aiming at public policies developed by people involved in the project is fragile, and there are also technical, operational and structural problems that hinder the effectiveness of the actions, which points out the most urgent demands in terms of governance.
This paper aims to analyze the technological trajectory and the actors – public and private - political behave in the carciniculture network (cultivate of shrimp) in the federal estate of Rio Grande do Norte. The research was based on both embeddedness and cluster policy approach. The case study was based on bibliographic, archives, and empirical data, whose primary data were collected through semi-structured interviews carried on with 10 members of different organizations from carciniculture sector in the period 2009-2010, as well as interviews already conducted in the area since the year 2005. These data were submitted to content analysis with longitudinal and descriptive approach. Along the technological trajectory of the cluster we highlighted opportunities and limits for innovative strategies generated by asymmetries of power and ability to influence actors in the network. We highlight the relationship between 'power network' and 'links established with public actors' as well as the implications for innovation along the trajectory generated by a more or less state interference.
