This study was aimed at investigating the extent to which signage and ICT facilities correlate to the utilisation of information resources in federal university libraries in South-South zone of Nigeria. The correlational research design was adopted for the study. Three research questions were answered while three hypotheses were tested. The population of the study comprised 32,190 registered library users for the 2017/2018 academic session and 776 library staff from six federal university libraries in south-south zones of Nigeria. The sample size for the study was 3,219 registered library users and 310 library staff representing 10% and 40% of the population respectively. A two-stage sampling technique of stratified and simple sampling techniques was used to select the sample size. Two Sets of instruments titled; “Signage and Information and Communication Technology Facilities Questionnaire (SICTFQ)” for the students and “Utilization of Information Resources Questionnaire (UIRQ)”were used for data collection. Face and content validity was ensured by three experts. The two instruments yielded reliability coefficients of 0.81 and 0.87 respectively with the use of Cronbach Alpha. Mean was used in answering research questions while Regression was used in testing the null hypotheses at 0.05 alpha level. It was found that to a great extent signage relates to the utilisation of information resources while information and communication technology facilities is the vice versa. Based on the findings, it was concluded that jointly, signage and ICT facilities are significant correlate to the utilisation of information resources in federal university libraries in South–South zone of Nigeria. It was therefore recommended among others that library management should improve on the provision of signage by ensuring that well-designed signage suitable for the 21st century is placed at strategic location to guide library users on the utilisation of information resources in federal universities libraries in South-South zone Nigeria.
This study investigated the utilisation of emerging technologies for improved service delivery in public university libraries in Rivers State. Two research questions guided the study. The research questions were to identify the emerging technologies in use for improved service delivery among public university information professionals in Rivers State and to find out the extent to which information professionals utilized emerging technologies for improved service delivery in public university libraries in Rivers State. The population consists of 50 information professionals in the three universities; University of Port Harcourt (20), Rivers State University (19) and Ignatius Ajuru University of Education (11) respectively. A sample size of 50 information professionals in the universities representing 100% of the population served as respondents. An accidental sampling technique was used for the study. All the information professionals that make up the population were used. A 12-item questionnaire was used for data collection. Cronbach alpha statistics was used to obtain the 0.77 reliability coefficient of the instrument. Mean scores and standard deviation were used to answer the research questions while the z-test statistics were used to test the hypotheses at a 0.05 level of significance. The result amongst others revealed that social network websites technologies and video-based communication platforms like the Zoom and WebEx are in use in both Federal and State library but digital reference robots, library automation SOUL software and Protocols VoIP (Voice over Internet) was not in use in both Federal and State university libraries. It was recommended that university management should give the required attention to library use, provide and encourage the application of digital reference robots, library automation SOUL software and Voice over Internet Protocols (VoIP) and other current gadgets to be used to meet the demand of library users, most especially at this period of post covid-19 pandemic.
The study on impact of poor implementation of welfare policies on training and development on the performance of academic staff in selected federal Universities in South-South Nigeria was carried out to examine the extent to which poor implementation of welfare policies on training and development impacts on the performance of workers in the selected Federal universities in South-South Nigeria. The equity theory was used to explain the variables. Interviews were conducted among 51 workers and the reports were analysed qualitatively. A total of 400 copies of structured questionnaire were also distributed among the workers and retrieved with a 90.7% response rate which were analysed quantitatively. The study discovered that, whereas there are good welfare policy statements in the study area, the level of implementation of these policies were poor. Furthermore, over 90% of the respondents insisted that full implementation of welfare policies would have positive impact on workers" performance to a very large extent. The results further indicated that there have been very few in-house and outside training programmes in the study area. A total of 87% of respondents agreed that poor level of implementation of welfare policies on training and development is a source of discouragement which have negatively affected academic performance of both teaching and non-teaching staff and have led to poor service delivery in our Universities. The study advocate for a full implementation of welfare policies on training and development of academic staff by both the Federal government and the Federal University Management by increase funding, regular monitoring of funds and programme implementation level to enhance the performance of the academic staff in the federal Universities in the South-South Nigeria and the Country at large.
