On the basis of an international inquiry concerning databases, producers and royalties, a comparative study of the answers coming from Europe and from North America shows great differences between database characteristics, conditions of use and amounts of royalties. One of these differences concerns the actions of government and for‐profit organisations. The number of these organisations, their activity in subject, type and volume of information, their policies as to conditions of use and amount of royalties, explains the different levels and evolutions of the information industry in these different countries.
Promoting Financial Education for the General Public.
The few surveys conducted to measure financial literacy of the French show that their knowledge is generally poor. It is no surprise. These subjects are still hardly taught at school, even if some progress could be made in the near future. Media mainly address people who are already informed and contents are quite technical. In relation to other countries, France is neither ahead nor behind. But little progress is being made. There is neither a national strategy nor the political will to deal with the issue yet. But the good news is the creation of the Institute for Public Financial Education (IEFP) with its initiatives and programs.

Résumé Transposant en droit français une directive européenne de 2003, une ordonnance de juin 2005 a mis fin à l’interdiction faite aux citoyens d’utiliser à des fins commerciales des documents d’origine administrative et consacré un droit à la réutilisation des données publiques. Cette initiative est l’aboutissement d’une réflexion engagée depuis plus de vingt ans en France et dans l’Union européenne sur les modalités de réutilisation des informations du secteur public. Après avoir rappelé cette évolution, de la loi française de 1978 sur la liberté d’accès aux documents administratifs aux dispositions les plus récentes, cet article analyse les acquis de la nouvelle législation, ses insuffisances et sa mise en œuvre.
