Based on Government Regulation Number 8 of 2016 concerning the Second Amendment to Government Regulation Number 60 of 2014 concerning Village Funds from the State Budget (APBN), village funds must be managed in an orderly, obedient, efficient, economical, effective, transparent and responsible manner by paying attention to the sense of justice and propriety and prioritizing the interests of the local community. Therefore, it is important to strengthen village institutions and village officials, so that they are qualified and empowered to carry out development. Indonesia has a total of 83,820 villages which need to be assisted so that the disbursed village funds are not wasted. This study uses a qualitative grounded theory approach by observing, interviewing 30 informants and analyzing village documents. The results of the study found that the human resource factor of the village head as a communicator, was more trusted by village institutions and the community because of his open, democratic communication style, willingness to accept suggestions/opinions and empathy according to the equalitarian style and the relinquishing style of communication. The government communication model in strengthening village institutions is a mentoring model where communication starts from regency and district. However, the strengthening has not been seen optimally because of the high dependence of village institutions and village officials on village heads and village assistants so that they are less independent. The use of messages is more face-to-face, using messages and WhatsApp with information functions that are more persuasive and educative.
Penelitian ini bertujuan untuk mencari tahu bagaimanakah komunikasi pemberdayaan Disnakerkoperindag atau fasilitator Kabupaten Samosir dalam peningkatan Daya Saing Ekonomi Bangsa Berwawasan Gender pada petani Andaliman di Kabupaten Samosir. Pendekatan penelitian adalah Deskriptif Kualitatif, dengan subjek penelitian, Kabid Koperasi dan UKM di Dinas Tenaga Kerja, Koperasi, Perindustrian dan Perdagangan Samosir serta ketua komunitas UMKM Samandali, dan masyarakat petani Andaliman yang berjenis kelamin perempuan. Teknik pengambilan sampel berdasarkan purposive sampling untuk unsur masyarakat desa. Pengumpulan data dengan observasi, wawancara dan dokumen. Hasil penelitian menunjukkan bahwa Disnakerkoperindag Samosir telah melakukan Komunikasi pemberdayaan kepada pelaku UMKM tetapi tidak langsung kepada anggota petani Andaliman. Komunikasi Pemberdayaan menggunakan model AIDDA berdasarkan wawancara dengan Kiki Andrea bahwa ia melewati tahapan pembinaan dari Disnakerkoperindag sehingga mampu mengembangkan usahanya. Kiki Andrea sebagai pelaku UMKM dan fasilitator swasta berhadapan langsung dengan petani wanita Andaliman Salaon Dolok kecamatan Ronggur Nihuta dan melakukan komunikasi pemberdayaan sehingga hasil panen Andaliman masyarakat binaannya sudah lebih baik dan dapat menolong mereka menjual Andaliman lebih tinggi jika ada panen di bulan Juni dan Desember. Komunikasi pemberdayaan dengan model AIDDA membuat Fasilitator mampu berkomunikasi persuasive sehingga menumbuhkan kesadaran, perhatian, keinginan, keputusan dan turut melaksanakan seperti yang disampaikan Fasilitator.
Tujuan dari tulisan ini adalan untuk melihat peran dan tugas satpol pp dalam menertibkan pedagangkakilima di pajak kabanjahe dan untuk melihat cara pembinaan yng dilaksanakan oleh satpol pp terhadap pedagangkakilima di pajak kabanjahe kabupaten karo. Penelitian ini tergolong pada tipe penelitian deskriptif dengan pendekatan kualitatif Hasil penelitian diperoleh bahwa usaha dan tindkan yng dilaksanakan oleh satpol pp bertautan dengan perencanaan,penyusunan,pengembangan,pengarahan,pemeliharaans erta pengendalian di bidang kenyamanan dan ketertiban umum secara berguna dan berhasil guna. Adapun pembinaan yng dilaksanakan oleh satpol pp adalah melksanakan patroli keliling dan sosialisasi. Factor penghambat dalam pembenahan PKL di pajak kabanjahe yaitu keterampilan yng dimiliki tidak sesuai bidang tugasnya satpol pp, minimnya kesadaran PKL dalam penguatan hukum dan minimnya permberdayaan masyarkat dari segi sosialisasi dan moril.
The research, entitled "Government Communication Planning to Build Villages in Capacity Development of Village Institutions in Bertah Village", uses a qualitative approach in finding, processing and analyzing data obtained from villages. This research is specifically to find out the communication of local governments starting from the district to the sub-district and then to the village. Local governments starting from the Village Community Empowerment Office, Tigapanah District and village assistants provide an attitude of openness and consistent assistance to village communities. However, the implementation of communication in developing the capacity of village institutions cannot be said to be maximal. Because members of the Bertah village institution were very depened on the Village Head, and the village assistant so that sometimes they asked for more help, and becomed less independent. As the initiator of communication, both the Village Head, Sub-district Head, and Village assistant have been communicating maximally because gived persuasive and educative message to village institutions but not well planned. Because the village capacity development program was still limited. Capacity development messages in Village are delivered by letter, group and private Whatsapp and toa or handheld loudspeaker. The village website media has not been used optimally because village operators and institutions are not adept at writing village developments on the website. In developing the human resource capacity of village institutions, government communication must be planned, measurable and can be evaluated by providing rewards from the sub-district. The budget for the capacity development program for village institutions must been increased.
