Penelitian ini bertujuan menganalisis kebijakan pangan nasional dalam program food estate yang dilakukan pemerintah di wilayah Kabupaten Humbang Hasundutan. Penelitian kualtitatif ini menggunakan pendekatan studi literatur yang berfokus pada perkembangan food estate di Kabupaten Humbang Hasundutan, Teknik pengumpulan data melalui studi pustaka. Hasil penelitian menunjukkan program food estate di Kabupaten Humbang Hasundutan dinilai memiliki kemajuan dalam pandangan pemerintah yang terlihat dari hasil panen dilokasi food estate. Namun kondisi ini menimbulkan berbagai persoalan. Persoalan keberagaman hasil pertanian, infrastruktur pendukung yang belum sepenuhnya selesai, dan persoalan pengelolahan mulai dari keuntungan dan distribusi hasil pertanian. Kondisi lain food estate dinilai bertentangan dengan kedaulatan petani atas lahan. Petani ditempatkan sebagai bagian dari produksi untuk menghasilkan komoditas yang telah ditentukan. Kondisi ini membatasi petani dalam proses pengambilan keputusan. Penting mengembangkan studi ini untuk mengetahui perspektif petani dalam melihat program food estate di Kabupaten Humbang Hasundutan,
The issue of bureaucratic neutrality is a serious problem that continues to recur in implementing local elections (Pilkada) in Indonesia. Reflecting on what happened in the 2015 and 2017 North Sumatra Simultaneous Pilkada, this study aims to revive bureaucratic and political relations. Public services. This study uses a qualitative approach with data obtained through in-depth interviews with bureaucratic apparatus in the local government, The North Sumatera Election Provincial Commission (KPUD), The North Sumatera Election Supervisory Agency (Bawaslu), Independent Monitoring Institutions, Lecturer of Public Administration Universitas Sumatera Utara, observation and documentation. The results of this study emphasize the importance of State Civil Apparatus (ASN) to return to neutrality in increasing public trust in the bureaucracy. This article argues for collaborative supervision conducted by various elements of government and society as an alternative strategic step to maintain the neutrality of State Civil Apparatus.
Based on Government Regulation Number 8 of 2016 concerning the Second Amendment to Government Regulation Number 60 of 2014 concerning Village Funds from the State Budget (APBN), village funds must be managed in an orderly, obedient, efficient, economical, effective, transparent and responsible manner by paying attention to the sense of justice and propriety and prioritizing the interests of the local community. Therefore, it is important to strengthen village institutions and village officials, so that they are qualified and empowered to carry out development. Indonesia has a total of 83,820 villages which need to be assisted so that the disbursed village funds are not wasted. This study uses a qualitative grounded theory approach by observing, interviewing 30 informants and analyzing village documents. The results of the study found that the human resource factor of the village head as a communicator, was more trusted by village institutions and the community because of his open, democratic communication style, willingness to accept suggestions/opinions and empathy according to the equalitarian style and the relinquishing style of communication. The government communication model in strengthening village institutions is a mentoring model where communication starts from regency and district. However, the strengthening has not been seen optimally because of the high dependence of village institutions and village officials on village heads and village assistants so that they are less independent. The use of messages is more face-to-face, using messages and WhatsApp with information functions that are more persuasive and educative.
Abstract-Public Disclosure is a condition of the formation of the government is open (open governance). Birth of Act No. 14 year of 2008 on Public Information which came into force 30 April 2010 shows the government's commitment to ensure the needs of the community for information.By using a qualitative descriptive approach this study in detail describe the process of implementing the legislation, it can be concluded that the PPID Pemko field has been implementing Law No. 14 year of 2008 on public disclosure with good but not maximum, especially in terms of providing services and public information and related to the implementation of the absence of a strong legal basis in the form of regulations mayor in regulatory and supervisory policies and lack of initiative in the use of the infrastructure for the availability of information.It is suggested that city government PPID field proposed draft local regulations as the legal basis for guidance in the implementation of the openness of information and to improve the capability of knowledge and skills in optimizing infrastructure provision of public information services in the city of Medan.Keywords-the implementation of law, public disclosure, ppid, the government of medan
This research uses descriptive qualitative, by describing in detail the process of implementing policies related to the formulation of youth development policies. This research was conducted based on the Edward III policy implementation model, where Edward III assessed implementation policy with four variables in public policy namely Communication, Resources, dispositions atau attitudes and bureaucratic structure. It can be denied that the Medan Municipality Youth and Sports Agency has not yet implemented Law No. 40 of 2009 concerning optimal youth, especially in terms of giving attention to youth organizations in developing and empowering youth in their communities. In this study also found Law No. 40 of 2009 concerning Youth has not yet got a place in the Department of Youth and Sports (Dispora) Medan as a leading and strategic leader, in the development of youth development in Medan. This causes youth development by the Medan City Youth and Sports Agency to proceed slowly in directing youth development policies to realize Medan City to be a City of Youth (Kota Layak Pemuda) where Kota Layak Pemuda is one of the priority programs of the Ministry of Youth and Sports in improving the quality of youth standardization throughout Indonesia. Abstrak: Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan mendeskripsikan secara detail proses implementasi kebijakan terkait dengan perumusan kebijakan pembangunan pemuda. Penelitian ini dianalisis berdasarkan model implementasi kebijakanEdward III, dimana Edward III menilai implementasi kebijakan dari kondisi abstrak dengan empat variabel dalam kebijakan publik yaitu Komunikasi, Sumber Daya, sikap dan struktur birokrasi. Dapat disimpulkan bahwa Dinas Pemuda dan Olahraga Kota Medan belum menerapkan UU No. 40 tahun 2009 tentang pemuda secara optimal, terutama dalam hal memberikan perhatian kepada organisasi pemuda dalam melakukan pengembangan dan pemberdayaan pemuda di komunitas mereka. Dalam penelitian ini juga ditemukan bahwa UU No. 40 tahun 2009 tentang Pemuda belum mendapat tempat pada Dinas Pemuda dan Olahraga (Dispora) kota Medan sebagai posisi terkemuka dan strategis, dalam kebijakan pengembangan pemuda di Medan. Hal ini menyebabkan pengembangan pemuda oleh Dinas Pemuda dan Olahraga Kota Medan berjalan lambat dalam mengarahkan kebijakan pembangunan pemuda untuk mewujudkan Kota Medan menjadi Kota Layak Pemuda (KLP) dimana KLP adalah salah satu program prioritas Kemenpora dalam meningkatkan kualitas standardisasi pemuda di seluruh Indonesia.
